ODS offers a range of consulting services, all designed to help Federal agencies achieve their goals.

ODS is seeking an Enterprise Program Director to provide senior-level leadership and oversight of integrated operational risk, financial assurance, countermeasure lifecycle management, and enterprise systems initiatives supporting the Federal Protective Service (FPS) East Zone. Serving as the senior contractor lead and executive advisor, this position coordinates across operational, financial, acquisition, and data functions to improve accountability, identify funding and performance risks, and support mission-critical decisions.
Location: Washington, D.C.
Salary: $150,000 to $160,000

Responsibilities

→Lead cross-functional contractor performance across PSO resources, countermeasures, revenue integrity, acquisitions, and enterprise systems.
→Oversee development and execution of integrated operational risk monitoring processes.
→Ensure alignment between countermeasure implementation, PSO resource deployment, and funding availability.
→Identify systemic performance gaps and recommend corrective action strategies to East Zone leadership.
→Monitor operational tempo impacts on resource allocation and countermeasure execution timelines.
→Provide executive-level oversight of revenue-to-expenditure traceability across financial management and acquisition systems.
→Ensure reconciliation between Security Work Authorizations (SWAs), billed security fees, collected revenue, and obligated funds.
→Identify funding exposure risks and develop mitigation strategies.
→Support audit readiness and compliance posture across financial and operational domains.
→Oversee contractor support for ServiceNow countermeasure platform implementation and sustainment.
→Ensure integration between ServiceNow, financial management systems, acquisition systems, and executive reporting platforms.
→Monitor data governance, data integrity validation, and cross-system reconciliation standards.
→Identify modernization impacts on operational workflows and recommend stabilization measures.
→Provide executive briefing materials and decision-support analytics to the Assistant Director for Field Operations (ADFO) and Business Operations Manager.
→Develop integrated performance dashboards linking risk, revenue, countermeasure status, and resource utilization.
→Prepare white papers, strategic assessments, and operational improvement recommendations.
→Support development of Project Plans of Action and Milestones (POA&M) for enterprise initiatives.
→Direct contractor response to emergent operational, fiscal, or compliance requirements.
→Coordinate rapid response efforts across functional teams during periods of elevated operational tempo.
→Ensure continuity of mission-critical oversight during system transitions or directive-driven realignments.

Qualifications:

→10+ years progressive experience in program management, enterprise integration, financial oversight, operational risk management, or federal security operations.
→Experience with the following:
- →Executive-level advisory support within a federal agency environment
- →Integration across financial management, acquisition, and operational systems
- →Experience supporting system modernization initiatives
- →Financial reconciliation oversight and revenue integrity analysis
- →Development of executive dashboards and decision-support analytics
- →Demonstrated leadership of cross-functional teams

Education/Certifications:

→Bachelor’s degree in Business Administration, Public Administration, Finance, Data Analytics, Management, Criminal Justice, Homeland Security, or related field.
→Master’s degree in a relevant discipline preferred.
