Under the general direction of the Deputy Chief Information Officer & Information Security Officer, the Digital Accessibility Specialist works independently with minimal supervision and provides expert technical, strategic, and programmatic leadership for the University's digital accessibility program. The position serves as a key technical advisor to management and campus partners and leads the design, development, implementation, monitoring, and continuous improvement of accessibility technology solutions across digital content, instructional materials, web technologies, and information and communication technology (ICT) procurement.
This position serves as the University's Accessible Technology Initiative (ATI) Compliance Coordinator and primary liaison to the CSU Chancellor's Office for ATI reporting, meetings, and systemwide activities. The position leads campus digital remediation and accessibility assessment efforts; establishes strategies, standards, procedures, quality assurance practices, and measures of success; evaluates complex accessibility risks; and recommends innovative and scalable solutions that support compliance with applicable accessibility requirements, including Title II of the Americans with Disabilities Act.
Work is performed with a high degree of autonomy, technical expertise, and leadership. The position provides expert guidance to accessibility, web, instructional technology, procurement, and other technical staff; leads complex cross-functional accessibility initiatives; works directly with vendors to resolve accessibility barriers; and provides work direction to accessibility staff and oversight of a student workforce supporting remediation and other digital accessibility activities.
- Lead the University’s digital content and instructional materials accessibility assessment and remediation program, including complex and high-impact accessibility issues across documents, multimedia, web content, applications, and other digital materials.
- Establish and continuously improve scalable remediation workflows, production standards, testing protocols, quality assurance practices, and service expectations that support Title II readiness and ongoing compliance.
- Lead automated and manual accessibility testing of websites, electronic documents, instructional materials, and third-party applications, providing expert technical guidance and remediation recommendations to campus partners.
- Identify, evaluate, test, and implement emerging accessibility technologies, tools, and software solutions that improve the scalability, integration, monitoring, and quality of accessible digital content.
- Develop and implement accessibility training, resources, templates, and consultation services that build campus capacity and support faculty and staff in creating accessible digital materials.
- Evaluate accessibility and assistive technology trends, tools, services, and practices; assess their institutional impact and make recommendations for adoption, improvement, or replacement.
- Serve as the University’s ATI Compliance Coordinator and primary liaison to the CSU Chancellor’s Office, representing the University in systemwide accessibility meetings, working groups, training, reporting, and related activities.
- Lead institutional accessibility compliance planning, including ATI plans, assessments, reporting, and implementation of Title II requirements, CSU policies, standards, and other applicable accessibility requirements.
- Serve as a key technical advisor to campus leadership and departments on digital accessibility strategies, risks, priorities, resource needs, technology decisions, and complex accessibility issues.
- Lead accessibility assessments within the University’s ICT procurement process, including review of VPATs and Accessibility Conformance Reports, product testing, risk identification, and development of remediation, mitigation, or alternative access plans.
- Work with campus partners and vendors to resolve accessibility barriers, establish remediation commitments, and provide expert technical guidance for technology purchases and implementations.
- Develop and maintain campus accessibility standards, procedures, implementation plans, technical guidance, and measures of success while coordinating campus-wide accessibility initiatives and cross-functional collaborations.
- Lead complex, strategic accessibility projects and implementations involving multiple campus departments, technical disciplines, vendors, and stakeholders.
- Establish program metrics and analyze accessibility, remediation, procurement, web, instructional materials, and compliance data to evaluate effectiveness, identify risks and trends, and measure institutional progress.
- Use program data and institutional priorities to establish accessibility goals, recommend strategies and investments, and guide future program direction.
- Monitor program expenditures, staffing capacity, technology needs, workloads, and service levels, and allocate resources based on compliance requirements, institutional risk, and strategic priorities.
- Provide direction, technical guidance, mentoring, and consultation to professional staff, student assistants, technical teams, faculty, and campus partners on complex accessibility issues.
- Develop and implement new procedures, technical approaches, documentation, and operating practices when existing methods are insufficient to address complex or emerging accessibility needs.
- Perform other job-related duties and special projects as assigned.
- Expert knowledge and understanding of accessibility technology concepts, principles, protocols, and best practices.
- Advanced and comprehensive knowledge of universal design for learning, accessibility monitoring and remediation, and/or related Initiatives.
- Expert analytical and organizational skills to organize, prioritize, and coordinate the successful completion of large, complex, and strategic system development, and/or integration, upgrades, or migration projects.
- Expert communication and interpersonal skills to effectively lead complex and strategic projects and initiatives as well as to impact technology strategies
- Ability to work with vendors to communicate and resolve specific problems.
- Expert knowledge of data analysis tools and processes and relevant accessibility applications and systems.
- Ability to be proactive and understand problems from broad, interactive perspectives and develop solutions that combine information and ideas in new, unprecedented ways.
- Capable of leading teams and implementation efforts for assigned projects
Requirements
~1 min readEquivalent to a bachelor’s degree in a related field and five years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.
- Five years of progressively responsible experience in digital accessibility, accessible technology, or a related area.
- Experience leading or coordinating a digital accessibility program.
- Experience working in higher education.
- Experience with the CSU Accessible Technology Initiative (ATI).
- Knowledge of Title II digital accessibility requirements.
- Experience completing accessibility compliance reports, implementation plans, or assessments.
- Experience with instructional materials and document remediation, including PDF, Word, PowerPoint, and multimedia.
- Experience evaluating websites and digital applications for accessibility.
- Experience with ICT procurement accessibility, including reviewing VPATs and Accessibility Conformance Reports (ACRs).
- Experience developing accessibility training, resources, standards, or procedures.
