PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, central business operation, this class is accountable for administering the programs and operations of a major fiscal division or fiscal/administrative services division.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Administers staff and operations of a major fiscal or fiscal/administrative services division including budget preparation and management, accounting and financial reporting and analysis;\r\n Develops, implements and evaluates division policies, goals and objectives;\r\n Designs and develops division programs and activities;\r\n Implements new procedures and procedural revisions;\r\n Determines appropriate staffing levels and directs management and coordination of staff;\r\n Designs and implements performance review standards for division staff;\r\n Maintains contacts with individuals within and outside of division who might impact on policy or program activities;\r\n Acts as liaison for department with internal and external state contacts;\r\n Directs financial planning activities including long and short-term forecasting;\r\n Assists EDP experts in planning and implementation of financial aspects of EDP systems;\r\n Utilizes EDP systems for financial analyses;\r\n Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May direct a program of internal and/or external audit;\r\n May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping;\r\n May ensure conformance in a facility or institution with related standards of JCAHO, OSHA, Environmental Protection and other regulatory agencies;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n\r\n Considerable knowledge of\r\n \r\n and ability to apply management principles and practices;\r\n and ability to apply relevant state and federal laws, statutes and regulations;\r\n and ability to apply principles and practices of public administration with special references to governmental budget management and governmental accounting;\r\n principles and procedures of payroll, purchasing, grant administration and contract administration;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Considerable ability in preparation and analysis of financial and statistical reports;\r\n Ability to utilize EDP systems for financial management.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administration, payroll, purchasing, or other administrative functions) at least one (1) of which must be an accounting function.*\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must be at a managerial level.\r\nNOTE:�For state employees this experience is interpreted at the�level of an Assistant Chief of Fiscal/Administrative Services, a Principal Budget Specialist or Fiscal/Administrative Manager.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n \r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n \r\n \r\n \r\n A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.\r\n \r\n\r\n*Descriptions of these fiscal/administrative functions are attached.\r\n
PREFERRED QUALIFICATIONS
• Demonstrated experience in preparing, analyzing, and presenting a state budget and financial reporting to organizational leaders and external parties\r\n• Demonstrated experience in making and presenting strategic and operational proposals to meet organizational goals.\r\n• Demonstrated experience with successfully running teams of larger than 10 Fiscal employees, meeting deadlines, adhering to good accounting practices and audit requirements.\r\n
