Introduction

\r\n\r\n\r\nLooking to grow in your career with CT DEEP? Check out this opportunity below!\r\n\r\n\r\n\r\nThe Connecticut Department of Energy and Environmental Protection (DEEP) is seeking an Environmental Analyst 3 for the Cost Recovery Program within the Emergency Response and Spill Prevention Division. This recruitment is for current agency employees only and is based out of Hartford.\r\n\r\n\r\n\r\nPOSITION DETAILS\r\nThis is a full-time, 40 hour position on first shift. Schedule is Monday-Friday between 8:00am and 5:00pm, with hybrid work opportunities available.\r\n\r\n\r\nNearly every day, despite preventative measures, there are incidents that threaten the environment. The Emergency Response and Spill Prevention Division is prepared to limit the risks and handle incidents throughout the state ranging from a spill of a few gallons to a tanker full of petroleum liquids, from abandoned or leaking underground storage tank or unknown drums of chemicals to anthrax or a chemical fire. Releases, even small ones, can endanger public health or the environment by making the water or air unsafe. Releases of hazardous materials can contaminate surface water, groundwater or soil, impact plants, fish and wildlife and their habitat or create unsafe exposure for the general public or emergency responders.\r\n\r\nThe Emergency Response and Spill Prevention Division responds 24 hours per day to emergencies that result from accidental and deliberate discharges and uncontrolled releases of oil, petroleum, hazardous wastes and chemicals to the air, land and waterways from roadway incidents, industrial processes, oil and chemical spills, failed tanks/pipes and abandoned drums as well as biological and chemical weapons.\r\n\r\nWhen a responsible party is unwilling or unable to address their incident, the statutory mandate to step in and handle the incident using a dedicated funding source falls to the Emergency Response and Spill Prevention Division. The relevant statutes also require that efforts must be made to recover costs incurred by the Emergency Response Division from the responsible party. This is accomplished through a variety of methods from demand letters to placing liens on the properties involved and making referrals to the Attorney General’s Office, among others.\r\n\r\nThis position will be responsible to serve as program coordinator for the critical and time-sensitive, state-wide Cost Recovery Program within the Emergency Response and Spill Prevention Division including:\r\n\r\n Serve as Cost Recovery Program coordinator for incidents which are not addressed by the responsible party;\r\n Review technical plans and reports, as well as daily work tickets generated as a result of actions taken by the Division to address incidents in order to ensure that the appropriate equipment and technologies are used to address the incidents in accordance with contracted terms;\r\n Work closely with Emergency Response staff and contractors to ensure appropriate actions by any contractors utilized to assist the Division in addressing the incidents;\r\n Negotiate with contractors regarding incident response actions, methods, and equipment;\r\n Review staff incident reports to ensure proper documentation of incident response;\r\n Coordinate with local, state, and federal partners on response actions and potential eligible funding mechanisms such as under the Oil Spill Prevention Act (OPA-90), among others;\r\n Authorize payment of costs incurred by the Division in addressing such incidents;\r\n Serve as Division contact with the Department of Administrative Services on contract negotiations and implementation;\r\n Testify in various hearings and court proceedings regarding incident response actions and related costs;\r\n Initiate and oversee enforcement actions including demand letter, referrals to the Office of the Attorney General, and placement of liens, among others;\r\n Negotiate payment plans with responsible parties to reimburse costs incurred by the Division;\r\n Develop and implement statutes and regulations, and environmental policy and management practices pertaining to emergency response.\r\n\r\nDEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state.
