Employees in this class support\r\nthe administration of child welfare programs that ensure the safety, well-being, and permanency of children and youth, serving some of the State’s most\r\nvulnerable populations. Primary work involves applying expertise,\r\nresearch, and best practices to guide program planning, development, revision,\r\nand other improvement efforts to ensure effective service delivery and positive\r\noutcomes. Child welfare programs managed include Intake and Investigation,\r\nTreatment, Foster Care, Permanency and Adoption, and Independent Living.\r\n

Essential Functions
Essential\r\nfunctions are fundamental, core functions common to all positions in the class\r\nseries and are not intended to be an exhaustive list of all job duties for any\r\none position in the class.�Since class specifications are descriptive and\r\nnot restrictive, employees can complete job duties of a similar kind not\r\nspecifically listed here.\r\n\r\n\r\n Participates in the administration of one or more child welfare programs by planning, coordinating, evaluating, and overseeing programs and related operations and services delivered by agency staff and contracted providers.\r\n\r\n\r\n Monitors daily operations and work of staff to ensure efficiency, effectiveness, performance, and compliance with agency, state, and federal laws, rules, regulations, professional mandates, and best practices.\r\n\r\n\r\n Plans,\r\n organizes, and conducts needs assessments of a diverse range of program\r\n areas and develops performance metrics, reporting systems, and record\r\n keeping formats.\r\n\r\n\r\n Conducts data\r\n analysis and comprehensive research including child welfare best practices,\r\n successful program strategies, local child welfare trends, and effective\r\n services and supports for children and families. Identifies internal\r\n trends, issues, and challenges.\r\n\r\n\r\n Plans and\r\n drafts new or revised services within a program area based on\r\n comprehensive research, evaluation, and best practices, and submits for\r\n supervisory review/approval. Recommends corrective action or other\r\n improvements.\r\n\r\n\r\n Serves as a\r\n subject matter expert, providing guidance, consultation, and\r\n recommendations to staff, management, state and private agencies, and\r\n stakeholders on complex child welfare challenges, including sensitive or\r\n high-risk situations, emerging or unfamiliar service needs, and issues\r\n requiring the application of complex state, federal, and professional\r\n mandates, as well as best practices.\r\n\r\n\r\n Develops\r\n Requests for Proposal (RFPs), evaluates vendor proposals, and submits\r\n related recommendations to supervisor. Engages in contract negotiation and\r\n develops contract/agreements for approved bids.\r\n\r\n\r\n Monitors budget\r\n allocations and expenditures for child welfare program activities and\r\n contracted providers and may participate in budget preparation.\r\n\r\n\r\n Tracks,\r\n analyzes, and interprets data and documentation to prepare both internal\r\n and mandatory federal reports.\r\n\r\n\r\n Reviews, monitors, and trains\r\n staff on new or revised policies, procedures, and legislation.\r\n\r\n\r\n Represents the\r\n unit, division, or department in meetings and on various committees and\r\n tasks forces.\r\n\r\n\r\n May supervise\r\n two or more merit full-time positions, casual seasonal, and/or contractual\r\n staff. The elements of supervision include performing the following on a\r\n regular and continuing basis: planning, assigning, reviewing, evaluating,\r\n coaching, training, disciplining, and recommending hire, termination, and\r\n promotion.\r\n\r\n\r\n Performs other related duties as required.\r\n\r\n\r\n
Job Requirements
JOB REQUIREMENTS for Child\r\nWelfare Program Manager\r\nApplicants must have\r\neducation, training and/or experience demonstrating competence in each of the\r\nfollowing areas:\r\n\r\n\r\n\r\n\r\n\r\n\r\n Possession of a Bachelors\r\n degree or higher in Behavioral or Social Science or related field.\r\n Three years’ experience in\r\n health or human services work such as applying theories, principles, laws and\r\n practices of health or human services programs and services that assist with\r\n and improve life for individuals, families, or communities such as financial\r\n support, employment, unemployment, housing, health care, disease prevention,\r\n substance abuse, child protective services, physical/mental health treatment\r\n and prevention or�rehabilitation.\r\n One year of experience in\r\n evaluating case flow, priorities, and performance, and making recommendations\r\n for improvements.\r\n Coursework, training,\r\n and/or work experience in contract management and control such as\r\n ensuring compliance with terms of contracts; negotiating changes to\r\n existing contracts.\r\n Coursework, training,\r\n and/or work experience in developing policies or procedures.\r\n\r\n\r\n\r\n\r\n\r\n\r\n
