Technical Delivery Lead

• Own delivery of a large-scale banking technology program end-to-end — scope, plan, quality, timeline and budget,
• Select and apply the right delivery approach for the engagement — Agile, Scaled Agile, hybrid or gated SDLC — including working within the client’s own delivery framework,
• Govern change control: assess impact, negotiate, and secure client approval for scope changes in line with contractual commitments,
• Own the commercial health of the engagement — forecast versus actual effort, burn, and delivery efficiency,
• Run delivery governance that people actually use: steering committees, status reviews, risk and dependency management,
• Drive delivery across distributed teams and a multi-vendor client ecosystem, keeping quality and pace consistent across locations,
• Own release readiness — cutover planning, go-live, hypercare and post-production stabilisation.

• Understand the architecture of what you are delivering well enough to question it — integration patterns, API design, system dependencies — without owning the design yourself,
• Interrogate estimates and tell a realistic plan apart from an optimistic or a padded one,
• Judge technical risk and sequence the work accordingly: integration dependencies, data migration, environment readiness and non-functional requirements,
• Ensure the test strategy is adequate for the release risk — SIT, UAT and the regression depth that banking release cycles demand,
• Act as the delivery counterpart to solution architecture: turn design decisions into plan, cost and risk, and bring delivery reality back into design discussions,
• Hold the delivery team and its technical counterparts to what they commit to — in their own language.

• Act as the primary delivery contact for client executives, business owners and technology leadership,
• Build trusted relationships grounded in delivery credibility, not reporting cadence,
• Keep delivery aligned with the client’s business priorities and regulatory commitments,
• Surface delivery risks and issues early, and manage escalations through to closure.

• Lead, coach and mentor the delivery team — business analysts, engineers, test leads and scrum masters — across a multi-cultural, multi-location setup,
• Partner with solution architects and product owners so that solution decisions hold up against business priorities and regulatory standards,
• Set the delivery culture: accountability, transparency, collaboration and continuous improvement.

• 8+ years in technology delivery, with a substantial part of it in banking, financial services or fintech either in-house at a bank, financial institution or fintech, or delivering consulting and integration projects for them,
• A technical foundation you can still use, you came up through engineering, integration or technical business analysis, and you can follow a system design discussion without a translator,
• A track record of owning a banking technology program end-to-end, through go-live and stabilisation,
• Practical understanding of API-led and integration-heavy delivery: API management and gateway platforms, microservices, event-driven flows, and core banking integration,
• Experience across more than one delivery methodology not a single-framework background,
• Familiarity with the Saudi regulatory environment as it affects delivery, SAMA frameworks (cyber security, outsourcing, business continuity, cloud, Open Banking), NCA controls, and data residency and personal data protection obligations,
• Experience delivering in distributed, multi-cultural teams and multi-vendor client environments,
• Strong communication, negotiation and conflict resolution skills, with proven ability to engage senior client stakeholders,
• Fluent in English,
• Based in Riyadh, KSA.

• Fluent in Arabic and/or Turkish,
• Experience in a digital bank or fintech environment with short release cycles,
• Experience with regulator-driven or audit-driven delivery programs,
• DevSecOps, observability and modern engineering practice exposure.
