Job Duties

Virginia Department of Health is hiring a State Office of Rural Health Director. Under the supervision of the Office of Health Equity Director, the State Office of Rural Health Director will manage and direct the implementation of the State Office of Rural Health (SORH) activities in Virginia. The incumbent will effectively lead, manage and provide oversight of programs implemented by SORH. Every state has a SORH. Funded by the Health Resources and Services Administration, SORHs are traditionally the only statewide entities tasked with connecting local healthcare systems with federal and state resources to address the unique healthcare needs of rural and frontier communities. Specifically, this position will provide oversight of VDH’s Rural Health initiatives to improve health outcomes in rural Virginia. This role includes leadership of cross-functional teams and coordination with internal agency departments and will require building strong stakeholder relationships. This is a restricted position, which is solely funded by federal grant funds and a required general fund match to lead Virginia’s SORH.

The incumbent will lead the VDH team responsible for providing technical assistance to rural stakeholders keen on reducing the health disparities experienced by rural communities in Virginia. This position directly supervises a SORH Manager and indirectly supervises staff members managing the Medicare Rural Hospital Flexibility (Flex) and Small Rural Hospital Improvement Program (SHIP) Programs and who lead SORH external communications. The incumbent will also work closely with members of Virginia’s Office of the Secretary of Health and Human Resources responsible for multiagency rural health strategies and initiatives. The incumbent will represent VDH with internal and external stakeholders to develop and maintain public and private partnerships to ensure positive program outcomes as required by the agency.

This is a restricted position, which is solely funded by the State Office of Rural Health Grant for 4 year & 8 month period ending June 30th, 2031. The availability of funding is scheduled for review annually if funded by non-general funds and periodically thereafter. Continued employment is contingent on the continued availability of funds.

The State and Local Government Conflict of Interests Act, Code of Virginia (§2.2-3100, et seq.) and Governor’s Executive Order 18 (2026) requires that state employees in designated positions file a Statement of Economic Interest (SOEI) disclosure as a condition of employment.  This position has been designated as a SOEI position and as such you are required to complete a initial SOEI disclosure within 30 days of your start date in this position.  The incumbent will then be required to file the SOEI disclosure annually thereafter, before established deadlines; failure to file will result in a $250.00 penalty.

In addition, new hires are also required to complete initial Conflict of Interest training within 30 days of assuming this position; and annually thereafter.

The Virginia Department of Health offers 12 paid holidays, medical, dental, vision and life
insurance, retirement plans (including 401a Cash Match and 457 Deferred Compensation Plan) as well as sick, family/personal, and annual leave.
