Role Description:

The Engineer II, Civil (Design) prepares civil engineering designs and performs inspections and investigations of sewer conveyance, water distribution, and wastewater treatment facilities with minimal supervision. Carries out established policies for civil engineering design and construction work, and monitors performance of the Authority’s consultants and construction contractors for compliance with these standards.

Essential Duties & Responsibilities:

Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47–2853.131. Scope of practice for engineers: 

For the purposes of this part, the term “practice of engineering” means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.

  • Performs civil engineering design work for in-house projects, and reviews civil engineering designs performed by consultants and in-house staff.

 

  • Performs investigations and inspections of existing facilities, or facilities under construction, for compliance with codes, standards, and contract documents.

 

  • Reviews standards for design and participates in the development of new standards.

 

  • Provides expertise in the resolution of problems encountered during construction. 

 

  • Provides technical guidance in interpreting codes, standards and contract documents.

 

  • Assists in preparing reports of inspections, investigations and evaluations of consultants/contractor performance. Prepares correspondence and monitors contract payments.

 

  • Reviews and approves contract submittals and shop drawings.

 

  • Complies with applicable safety rules and regulations.

 

  • Performs other related duties and projects as assigned at the discretion of the supervisor.

Required Experience:

Five (5) years of progressive engineering experience related to the design of major water, sewer, and wastewater treatment facilities.

Minimum Education Requirements:

Bachelor’s degree in Civil Engineering or other related engineering discipline from an ABET accredited curriculum or an ABET equivalent.

Required Skills:

Knowledge of civil engineering design of major water, sewer and wastewater treatment facilities and of construction management practices and methods.

Knowledge of building codes, industry standards and local and federal regulations for construction and repair of water, sewer and wastewater treatment facilities.

Knowledge of engineering and project management software applications.

Skill in technical writing in the areas of civil engineering.

Skill in performing on-site investigation and evaluation of facilities to resolve construction problems.

Skill in evaluating and applying engineering design techniques.

Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures.

Subject to noise and to hazards from a variety of physical conditions.

Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mists, gases or poor ventilation, or to exposure to oils or other chemicals on construction sites and at plant locations.
