About the Role
~1 min readWe're looking for a Capture Manager to own the strategy, positioning, and competitive shaping of our pursuits from qualification through submission and award. This is a hands-on role for someone who thrives on figuring out how we win, and who is also comfortable picking up a pen to help draft proposal content when a pursuit needs an extra set of hands.
We're a small, lean business, and we don't run a traditional, Shipley-defined capture organization with rigid lane boundaries between capture and proposal roles. Instead, your specific responsibilities will be assigned per pursuit based on team capacity and what that opportunity needs. On one pursuit you might be the strategy owner directing a separate Management Volume writer; on the next, you might be the Management Volume or Past Performance writer yourself while someone else owns the win strategy; on another, you might be brought in solely as a reviewer to pressure-test win themes and technical soundness. Each pursuit's kickoff will name your specific role, and expectations will be set explicitly rather than assumed.

Requirements
~2 min read- Take ownership of the pursuit at BD-to-Capture handoff and maintain the Capture Deck as the central strategy artifact,
- Brief Senior leadership at deal reviews on opportunity status and bid/no bid decisions
- Coordinate subcontractor and teaming partner engagement for the pursuit (scope splits, past performance contributions, staffing)
- Develop price-to-win in coordination with the Pricing Lead and Executive Team
- Lead customer intelligence gathering and pursuit question strategy
- Coach technical teams through win theme development and validate that the capture/win strategy is fully set before Proposal Development begins
- Lead pre-RFP strategy validation (“Blue Team”) sessions and build initial storyboard templates
- 8+ years of experience in capture management, business development, or proposal management within the federal contracting environment
- Demonstrated ability to build and defend a win strategy, not just manage a schedule
- Working proficiency in proposal writing, specifically Management Volume and Past Performance content;
- Comfort operating across the full pursuit lifecycle, from qualification through post-award transition
- Strong cross-functional collaboration skills, working closely with Business Development, Proposal Management, Solution Architects, Contracts, Pricing, and Delivery
- Ability to synthesize input from multiple stakeholders into a coherent, compelling narrative under deadline pressure
- Project management experience
- Comfortable using or learning CRM / pursuit-tracking tools (e.g., NextStage, GovWin, SAM.gov research)
- Experience wearing both capture and proposal-writing hats on smaller pursuits or in a lean BD organization
- Familiarity with AI-assisted document writing and proposal prompting
- Prior experience with Basis of Estimate (BOE) inputs or cost-volume coordination
- Someone who comes to the table with a point of view, not just looking to facilitate a process

Salary range: $160,000 - $190,000/year

- Validate that win themes, discriminators, and competitive positioning are actually landing in the written volumes, not just present in the capture plan
- Participate in color team reviews (Pink/Red/Gold) with specific responsibility for evaluating strategic and competitive strength of the draft
- Flag any evaluation-response or clarification content that would change technical, pricing, or strategic commitments
- Draft Management Volume content, including staffing narratives, management approach, and BOE labor inputs, in coordination with the Solution Architect / Technical Team's staffing model
- Draft or contribute to Past Performance narratives, tailoring selected references to the specific opportunity's win themes
- Support Proposal Manager-led kickoff, volume assignments, and compliance reviews as a working contributor, not just a strategy reviewer
