Resident Project Representative

EBA Engineering, Inc. (EBA) is looking for an experienced Resident Project Representative (RPR) to join our team for capital improvement projects at the Potomac Water Filtration Plant (WFP). This position will provide full-time, on-site construction observation, documentation, and coordination for the construction, renovation, rehabilitation, and upgrade of facilities and infrastructure at the plant. The ideal candidate will bring extensive construction inspection or management experience, a strong understanding of building and facility systems, and the ability to coordinate effectively with contractors, designers, inspectors, operations personnel, and project stakeholders.

YOUR RESPONSIBILITIES:

As a Resident Project Representative, your responsibilities will encompass:

• Providing full-time field representation during construction activities at the Potomac WFP
• Monitoring construction progress and contractor compliance with contract drawings, specifications, approved submittals, permits, and applicable industry standards
• Observing construction and installation of architectural, structural, building envelope, mechanical, electrical, plumbing, HVAC, fire protection, and related building systems
• Monitoring structural steel, reinforced concrete, masonry, miscellaneous metals, roofing, waterproofing, exterior cladding, interior finishes, and building renovations
• Observing electrical power distribution, emergency power and generator systems, building automation and controls, and water treatment facility support systems
• Monitoring the integration of new building systems and equipment with existing operating plant facilities
• Identifying and documenting deficiencies, nonconforming work, quality concerns, potential contract issues, and differing site conditions
• Coordinating with inspectors and project staff regarding corrective actions and resolution of field issues
• Participating in inspections, commissioning activities, equipment startup, performance testing, and facility turnover activities
• Verifying proper storage, handling, and installation of construction materials and equipment
• Reviewing contractor submittals for completeness prior to design review
• Coordinating and documenting Requests for Information (RFIs), field orders, change orders, and contract modifications
• Tracking project issues, potential claims, differing site conditions, and schedule impacts
• Reviewing contractor payment applications and providing recommendations regarding completed work
• Scheduling, organizing, facilitating, and documenting construction progress meetings
• Coordinating with contractors, designers, plant operations personnel, regulatory agencies, WSSC representatives, and other project stakeholders
• Preparing meeting agendas, meeting minutes, action item logs, and follow-up documentation
• Maintaining project records within applicable project management systems, including e-Builder
• Preparing detailed daily construction reports documenting work performed, contractor staffing, equipment, site conditions, testing activities, delays, disruptions, safety observations, and project progress
• Maintaining photographic documentation of construction progress, field conditions, and project milestones
• Monitoring contractor schedule compliance and communicating variances to the Project Manager
• Reviewing contractor schedules and schedule updates as required
• Coordinating construction activities with plant operations to minimize disruptions to active water treatment processes
• Identifying potential conflicts between construction activities and facility operations
• Communicating observed safety concerns to appropriate WSSC and contractor personnel
• Supporting project closeout activities, including punch list development, testing documentation, turnover packages, and record drawings

MINIMUM QUALIFICATIONS:

To excel in this role, candidates must possess the following qualifications and abilities:

• 5+ years of construction inspection experience, preferably involving roadway, transportation, or heavy civil infrastructure construction
• Bachelor's degree in construction management, civil engineering, architectural engineering, mechanical engineering, electrical engineering, or a related field; an equivalent combination of education and relevant experience may be considered
• 10+ years of construction inspection, construction management, owner representation, resident engineering, or related construction experience
• Experience supporting vertical construction, building rehabilitation, industrial facilities, or similar complex construction projects
• Experience reviewing and interpreting construction drawings, specifications, submittals, RFIs, change orders, and other contract documents
• Knowledge of commercial and industrial building construction practices and methods
• Understanding of architectural, structural, mechanical, electrical, plumbing, HVAC, fire protection, and building envelope systems
• Ability to identify and document construction deficiencies, nonconforming work, field conditions, and potential contract issues
• Experience preparing detailed construction reports, meeting documentation, photographic records, and other project documentation
• Strong written and verbal communication skills
• Strong organizational, record-keeping, and stakeholder coordination abilities
• Ability to work independently in an active construction environment while coordinating effectively with contractors and project personnel
• Proficiency with Microsoft Office and electronic construction management platforms
• Ability to obtain and maintain required WSSC security clearances and site access credentials
• Ability to perform frequent site walks, inspections, and construction monitoring activities within active treatment plant and construction environments
• Ability to lift up to 50 pounds
• Ability to walk over rough and uneven terrain and, on occasion, stand for up to 12 hours per day
• Ability to perform physical tasks associated with field inspection activities, including bending, stooping, kneeling, twisting, grasping, reaching, raising hands above the head, sitting, climbing, and balancing
• Ability to work outdoors in various weather conditions and on varying terrain

PREFERRED QUALIFICATIONS:

• Previous construction inspection, construction management, or resident engineering experience on water or wastewater treatment facility projects
• Experience working within active industrial, utility, process, or occupied facilities
• Knowledge of water treatment plant operations and facility constraints
• Experience with building envelope systems, structural construction, architectural renovations, HVAC systems, electrical distribution systems, plumbing, and fire protection systems
• Experience with building commissioning, equipment startup, performance testing, and facility turnover
• Experience reviewing contractor schedules using Primavera P6
• Experience using e-Builder or similar project management software
• Professional Engineer (PE), Certified Construction Manager (CCM), Construction Quality Management (CQM), ICC certification, or other relevant professional certifications
