ECS is seeking a Technical Writer / Content Manager to join our team in Arlington, VA (Hybrid).
ECS is seeking talented professionals to join our growing team supporting the Cybersecurity and Infrastructure Security Agency's (CISA) Technical Engineering and Support Services (TESS) program. TESS is CISA's integrated, capability-driven mission ecosystem designed to scale across mission and delivery spaces within the DHS/CISA/Cybersecurity Division. This is a hybrid role.
This candidate will support the CISA Capacity Building Cyber Training branch by creating and maintaining documentation and managing content for the Cybersecurity Virtual Learning Environment (CVLE). Working collaboratively with cloud engineers, ATO compliance specialists, LMS administrators, QA testers, and the team lead, the ideal candidate will contribute to the seamless transition and ongoing operation of a 24/7 training platform hosted on CISA AWS (CAWS).
Responsibilities
~3 min read- →Create and maintain technical documentation for the Cybersecurity Virtual Learning Environment (CVLE), including architecture documentation, operational runbooks for Range Learning Management System (RLMS/Moodle) and Cyber Range administration, and lab provisioning/teardown process documentation.
- →Supports the development of Authority to Operate (ATO) package artifacts by documenting control-implementation evidence, drafting SSP inputs, and maintaining vulnerability remediation tracking reports (KEV responses, critical/high findings closure) in collaboration with the ATO compliance SME.
- →Coordinate with LMS admin to manage and curate content within the learning management system, working with instructors, cloud engineers, and external vendors to upload, organize, and maintain course content, virtual lab images, and training materials.
- →Document vendor-coordinated lab image development processes and CISA Dev-to-CAWS transfer procedures, maintaining version control and configuration documentation for AMI library in coordination with the cloud engineer.
- →Assist in developing phased transition plans and knowledge transfer packages to support the platform hand-off from outgoing contractor team (target: March 2027).
- →Coordinate the display of graphics and the production of documents across multiple platforms and delivery formats (PDF, web-based, LMS-embedded).
- →Ensure content meets quality standards, conforms with federal requirements, accessibility standards (Section 508/WCAG), and maintains consistency across documentation repositories and learning platforms.
- →Interview subject matter experts, cloud engineers, and training staff to extract pertinent information for document creation, runbook development, and content updates.
- →Collaborate with the team to implement standardized templates, processes, and deliverables across technical documentation and learning content management.
- →Support content governance activities, including version control, metadata tagging, and content lifecycle management within document repositories and learning management systems.
- →Create and update user-facing documentation supporting 24/7 platform availability, including troubleshooting guides and user support materials for students, instructors, and administrators.
- →Assist with ongoing ATO maintenance documentation requirements.
Salary Range: $120,000 - $140,000

- →3+ years of experience as a technical writer/editor, producing documentation with guidance and collaborating across functional and technical teams.
- →2+ years of experience in content management, including content curation and digital content workflows
- →Proficiency with Word, Excel, and PowerPoint; working knowledge of content management systems (CMS) and LMS platforms (Moodle experience preferred).
- →2+ years of experience supporting the completion of technical documentation in coordination with engineering and management stakeholders.
- →Basic understanding of cloud infrastructure concepts (AWS or similar cloud environments).
- →Familiarity with cybersecurity frameworks, ATO processes, vulnerability management, and POA&M tracking.
- →Ability to create operational runbooks, standard operating procedures, and user guides for technical platforms.
- →Experience working with external vendors and multiple stakeholders to manage content updates and review cycles.
- →Must be detail-oriented, quality-focused, and committed to continuous improvement.
- →Must be flexible and adaptable in an evolving environment with competing priorities.
- →Basic knowledge of Agile processes and methodologies.
- →Experience handling multiple tasks, changing priorities, and meeting deadlines.
- →Proficiency with version control and documentation repositories (e.g., SharePoint, Confluence, Git).
