About the Role

As Senior Strategy Manager, Government Affairs, you will establish and lead EliseAI's government affairs and public policy function from the ground up. Reporting to the Director of Business Development & Partnerships, you will build the relationships, intelligence, and strategy that let EliseAI navigate a fast-moving policy landscape—and help shape it.

This is a 0→1 role. There is no existing playbook to inherit; you will define what government affairs means at EliseAI, build the relationships that matter, and turn legislative and regulatory developments into a durable strategic advantage. You'll operate at the intersection of housing, technology, and public policy—three domains under intense and increasing regulatory attention.

Responsibilities

  • Stand up and own EliseAI's government affairs and public policy strategy from 0→1

  • Build and manage relationships with housing authorities, government agencies, regulators, and other public-sector stakeholders

  • Monitor, analyze, and synthesize legislative and regulatory developments affecting EliseAI—across AI regulation, fair housing, data privacy, tenant screening, and affordable housing programs—and translate them into clear internal guidance

  • Shape public policy in support of EliseAI's mission: represent the company with policymakers and industry coalitions, and author position papers, comment letters, and testimony

  • Advise product, legal, and leadership on regulatory risk and opportunity, ensuring policy considerations are built into strategic decisions early

  • Represent EliseAI in industry associations and coalitions, building the company's voice and credibility in housing and technology policy

  • Partner with GTM to unlock government and affordable-housing opportunities through agency and stakeholder relationships

  • Manage outside counsel, lobbyists, and consultants as the function scales

Requirements

  • 7+ years in government affairs, public policy, or regulatory strategy at a high-growth technology startup, or a relevant role at a top-tier management consultancy

  • Strong command of the legislative and regulatory landscape at the intersection of housing and technology (familiarity with fair housing, AI and data-privacy regulation, or affordable housing programs such as LIHTC and Section 8/PBRA is a strong plus)

  • Established relationships with government stakeholders—housing authorities, agencies, or regulators—or a demonstrated ability to build them quickly from a standing start

  • Track record of building something from 0→1 and operating effectively without a defined playbook

  • Exceptional written and verbal communication, with the ability to author policy positions and represent EliseAI credibly in public and government settings

  • Strong analytical judgment, with the ability to translate policy and regulation into commercial and product implications

  • Comfortable with travel for agency, legislative, and industry engagements, including Washington, DC and state capitals

  • Ability and willingness to work in person at our NYC headquarters 4-5 days a week
