JOB DUTIES:
OVERVIEW:
This is a senior management position working with the Parks and Recreation Department, which is committed to growing a happy, healthy community through exceptional parks, programs, experiences, and customer focus. The Superintendent of Park Operations is responsible for the day-to-day management and operational leadership of the Park Operations Division. Under the direction of the Deputy Director of Parks and Recreation, the Superintendent oversees park maintenance, grounds maintenance, athletic fields, trails, medians, park facilities, equipment, special-event support, staffing, and resources. The position establishes and implements maintenance standards and manages the division's budget, personnel, facilities, and planning to ensure the City's park system is maintained safely, efficiently, and consistently.
ESSENTIAL DUTIES:
Works under the leadership, administrative guidance, and direction of the Deputy Director of Parks and Recreation.
Performs administrative and supervisory work necessary to coordinate and supervise the day-to-day operations of the Park Operations Division, including park maintenance, grounds maintenance, athletic fields, trails, medians, park facilities, equipment, special-event support, and related operations.
Exercises supervision over seasonal, temporary, and regular personnel; assigns, trains, and evaluates work; oversees in-service training; completes performance evaluations; and, in conjunction with the Deputy Director, makes recommendations regarding hiring, disciplining, and terminating seasonal, temporary, and regular employees. Assists with resolution of employee concerns and grievances.
Assists with developing Park Operations' conceptual and long-range plans and annual operating budget; develops and makes recommendations, monitors budgetary expenditures, and tracks the status of external vendor contracts.
Implements department policies, procedures, priorities, and operational standards within Park Operations.
Assists with evaluation of Park Operations' effectiveness; prepares and tracks budgets; and prepares division and department reports as requested.
Assists with preparation and administration of grant applications, implements grant requirements as assigned, and prepares related grant reports.
Responds to citizen complaints and requests for information related to Park Operations and ensures appropriate follow-up action is taken.
Actively participates in community organizations to foster a positive City image.
Prepares routine and special reports and presentations regarding Park Operations and development of plans as requested by the department, City Council, or other boards, commissions, or citizen groups.
Assists with capital improvement projects related to Park Operations, including design, budget development, contract preparation, and bidding procedures.
Coordinates Park Operations support for annual City and department special and seasonal events.
Establishes maintenance standards, manages staffing and resources, and ensures park facilities and grounds are maintained safely, efficiently, and consistently.
Works independently and exercises considerable judgment while leading and directing the management and operations of the Park Operations Division.
NON-ESSENTIAL DUTIES:
Assists with the planning and development of new parks, park facilities, buildings, and related infrastructure with knowledge of construction planning, design, and administration.
Other duties as assigned.
QUALIFICATIONS:
This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
Working knowledge of current principles and practices used in the administration of park operations and services; applicable city, state, and federal regulations/guidelines pertaining to areas of responsibility; and overall city operations, including budgeting procedures.
Ability to effectively supervise and evaluate personnel and maintain effective professional relationships with the public, vendors, employees, management, City officials, and other government officials.
Excellent communication (verbal and written), organizational, and analytical skills.
Working knowledge of word processing and spreadsheet computer software; ability to operate computer and other standard office equipment.
Ability to prepare and maintain records and reports. Knowledge of budget preparation and office management.
Bachelor's degree in Parks Administration, Turfgrass Management, Horticulture, Landscape Architecture, or related field. Master's Degree preferred. Five (5) years supervisory experience.
Valid driver's license with acceptable driving record for the past three years is required.
Ability to work varied hours including evenings and weekends.

Work is performed outside in all types of weather conditions.
While performing the duties of this job, the employee frequently works near moving mechanical parts and in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions and lightning. The employee frequently works in high, precarious places and is frequently exposed to wet/dry and extreme hot and cold weather condition, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to the risk of electrical shock.
The noise level in the work environment is usually loud.
