Enterprise Services, Sr. Manager – Real Estate Capital Strategy Lead (REMOTE)

• Minimum of 10+ years of experience in strategic real estate portfolio management, enterprise capital planning, facility and infrastructure asset management, and/or engineering within complex, capital-intensive environments and a bachelors degree in Engineering, Business, Finance or related field or a combination of related work and schooling in lieu of degree.
• 8+ years’ designing, deploying, and governing enterprise-wide capital allocation systems, prioritization frameworks, and multi-year investment roadmaps.
• 5+ years’ experience with physical asset lifecycles, MEP/facility infrastructure, built environment risk, and how technical inputs (FCA/FCI, RCM, MTBF) translate into enterprise financial decisions.
• 5+ years’ experience in capital allocation strategy, financial modeling (NPV, IRR, LCCA), corporate capital policy, strategy, and color-of-money financial compliance.
• 5+ years’ experience in Excel, business intelligence solutions (e.g., Tableau, BI) and experience interpreting technical inputs (condition assessments, reliability indicators, risk registers, MEP infrastructure).
• The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

• Experience in advanced data analytics, predictive modeling, CMMS integration, investment planning tools, enterprise risk platforms, programming languages (Python), and visualization tools (Power BI, Tableau).
• Experience around facility/utility infrastructure (architecture, controls, civil, electrical, mechanical, structural), building systems, asset lifcycle degradation, and proactive enterprise risk assessment methodologies in large portfolios.
• Experience in operating model design, capital process standardization, change management, and developing standardized investment frameworks for executive leadership.

As the Real Estate Capital Strategy Lead, you will own the Raytheon capital planning process, own capital outcomes delivered through project execution, manage risk, and help to architect RTX’s global capital allocation framework. Reporting directly to the RTX Associate Director of Engineering and Planning, you will drive long-range asset strategy and lead the transformation from reactive, project-level coordination to proactive enterprise portfolio stewardship.

In this role, you take full end-to-end accountability for the investment lifecycle. You will fuse technical engineering intelligence, facility health metrics, and long-range business objectives to build bulletproof business cases and optimize Total Cost of Ownership (TCO). By designing standardized intake frameworks and multi-year rolling forecasts, you will ensure every capital dollar and operating expense is strategically prioritized, financially sound, and rigorously executed.

Beyond managing active investments, you will serve as a key change agent across the enterprise. Partnering closely with executive leadership across Engineering, Strategy, Project Delivery, Operations, and Finance, you will champion data-centric decision-making that turns operational risk into strategic foresight, ensuring RTX’s mission-critical facilities remain resilient, optimized, and aligned with national security priorities.

• →Own the capital allocation strategy for the Raytheon business portfolio. Lead multi-year rolling forecasts and 5-year+ capital investment plans.  Drive portfolio decision forums with senior Engineering, Operations, and Finance executives to prioritize mission-critical investments.
• →Design, implement, and refine enterprise-wide investment frameworks, prioritization models, and weighted scoring systems that integrate asset condition, facility health, reliability metrics, and strategic business drivers. Establish and execute global standards for capital justification and gate-review governance.
• →Oversee the end-to-end capital intake, triage, capital appropriation process for major CAPEX and OPEX facility and infrastructure initiatives. Guide capital appropriation request workbooks, validate feasibility, manage risk, and ensure alignment with the Annual Operating Plan.
• →Partner with IT and Engineering to strengthen data flows from CMMS, condition assessments, reliability indicators, and risk registers into a centralized planning model. Develop dashboards, heat maps, and reports that provide leadership with clear visibility into portfolio health, investment execution performance, and funding allocation accuracy.
• →Function as a trusted advisor to executive stakeholders across business units. Drive alignment, manage change, drive cross-functional workshops, and embed systematic planning maturity.
