Requirements
~1 min read- Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience.
- Relevant experience working with Members of Congress and their staff, and committees (RTX considers several factors when extending an offer and determining grade including years of experience and advanced degrees).
- Knowledge of the legislative processes and associated funding mechanisms such as the annual appropriations bills.
- Previous experience working on Capitol Hill is required.
- Experience working with or on the portfolio’s committee jurisdiction a plus (CJS and/or Energy & Water Appropriations and/or House Energy & Commerce; House Science, Space, and Technology and/or Senate Commerce, Science, and Transportation).
- Ability to operate independently across a highly-matrixed organization, with strong research, writing and communication skills.
- Knowledgeable in U.S. military concepts, programs and terminology.

RTX is looking for a talented Federal Affairs, Civil Commercial Lobbyist to join our corporate legal team.
This position will lead a portfolio for the federal government relations lobbying team focused on civil space, energy & environment, oversight and investigations, research & development priorities in addition to Commerce, Justice, and Science (CJS) and Energy & Water Appropriations, for all three RTX businesses (Collins Aerospace, Pratt & Whitney, and Raytheon). This lobbyist will foster relationships with U.S. government (Executive and Legislative Branches) and internal RTX business leaders while raising the RTX profile.
This lobbyist will develop overall RTX government relations strategy in the assigned service/capability portfolio mentioned above policy areas across all three business areas, as well as promote and oversee RTX service legislative priorities specific to the Raytheon Technologies Research Center.
Responsibilities
~2 min read- →Develop and implement a comprehensive government relations strategy to successfully achieve RTX legislative priorities particularly related to civil space, energy, research & development, oversight & investigations and additional funding from the Appropriations Committees and relevant authorizing mechanisms of the House of Representatives and the Senate. Within this portfolio, lead government relations efforts by identifying and supporting policymaking opportunities and funding opportunities that advance the objectives and successful execution of the service/capability programs of all three business units.
- →Advise the Presidents of the three RTX business units and other senior business leaders on all federal legislative matters that may affect the successful execution and funding of their programs.
- →Develop and maintain relationships with key U.S. government customers/officials to identify opportunities of aligned interest, shape requirements & influence laws and regulations in support of all RTX related products and services.
- →Collaborate with government affairs team leads to enhance RTX’s presence in Washington, DC with respect to assigned programs to create a national platform on which these programs positions, needs, and priorities can be articulated.
- →Provide insight, guidance and support to RTX program managers, their direct reports, the Executive Vice President for Global Government Relations and key company leaders on program standing on budgetary, legislative and regulatory matters being considered by Members of Congress, their staffs, and the Appropriations Committees and authorizing committees of jurisdiction in the House of Representatives and the Senate.
- →Coordinate internally with the Civil Commercial Team Lead and the Manager of RTXPAC to develop a strategy and attend events in support the company’s political action committee.
- →Represent RTX interests on Capitol Hill at hearings, help prepare company leaders for Hill testimony when required, and provide briefings to Members of Congress, their staff and key Congressional committee professional staff on RTX programs.

The salary range for this role is 145,600 USD - 276,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
