Policy Analyst I

Role Summary

To monitor, analyse and report on policy issues relating to the allocation and management of resources within the Government efficiently.

Role Responsibility

1. Lead the smooth and efficient operation of the Unit through administration of daily Policy Analyst operations to include: 

a) Investigate and report on expenditure and revenue of Government Departments, agencies, non-governmental organisations, policies on income redistribution and proposals concerning regulatory intervention in markets efficiently 

b) Analyse and advise on issues of equity and efficiency as they arise in the processes of Government 

c) Monitor and forecast developments in the BVI’s economy and analyse the interactions between those developments and macroeconomic policy settings in a timely manner 

d) Monitor and analyse the economic and financial interactions between the Virgin Islands economy and the rest of the world 

e) Examine the operation of particular factor, goods and service markets thoroughly 

f) Develop general analytical and policy frameworks for subsequent application to specific problems 

g) Undertake corporate, commercial and financial planning and analysis including business and marketing analysis 

h) Undertake investment, programme and project appraisal 

2. Assist in the preparation of the annual budget and associated documents and manage the Government’s overseas and domestic portfolios of financial assets and liabilities ensuring diligent review. 

3. Ensure Risk Management compliance, advise the Financial Secretary on the following matters: 

a) Techniques and procedures to reduce the incidence of public exposure to liabilities 

b) Public liability and ways to reduce these, whether through a combination of third party insurance coverage and accepted risk of captive insurance in selected areas 

c) General supervision and advice on Government insurance 

4. Evaluate the economic impact of the initiatives of Government in the short and medium term and further develop strategies initiated by the Financial Secretary to maintain fiscal discipline and prudent economic development. 

5. Administer and maintain systems, records and reports ensuring security and accuracy of data. 

6. Monitor and advise the Financial Secretary on the practices of ministries and statutory bodies on their observing and adherence to prudent fiscal and management practices efficiently. 

7. Evaluate and advise the Financial Secretary on present procedures / practices undertaken by Ministries to ensure they are compliant with current legislation and international best practice.

8. Complete a minimum of 60 Essential Learning Hours annually to enhance professional knowledge and skills. 

9. Perform additional duties that are reasonable, job-related, and within the scope of this position, supporting the objectives and effectiveness of the Department, as assigned by the Supervisor or senior officer.

10. As specified in the Macro Fiscal Unit’s Annual Work Plan.

Minimum Qualification & Experience

• Bachelor’s Degree in Economic, Statistics, Finance, Accounting or related area
• Seven (7) years working experience in a related area

Knowledge & Skills

• Sound knowledge of Government structure, policies and procedures 
• Excellent knowledge of Management, Finance, Accounting, Economics and Planning Statistics 
• Excellent knowledge of Budgeting, International Marketing and Foreign policy 
• Sound knowledge of relevant computer software applications 
• Sound analytical and decision-making skills
• Sound knowledge of the use of standard office equipment 
• Sound interpersonal and organisational skills 
• Sound oral and written communication skills
