  1. Regulatory Review, Interpretation, and Change Management Strategy
    • Independently monitor, review, and analyze federal and state laws, regulations, rules, and guidance to identify requirements impacting HMSA operations.
    • Assists management and Senior Analyst with interpreting complex requirements and translate them into actionable business and compliance strategies.
    • Assists management and Senior Analyst with leading impact assessments to evaluate the scope, complexity and significance of regulatory changes, including impacts to business processes and operations, systems, technology, products, benefits, costs associated with noncompliance, and other organizational capabilities.
    • Assists management and Senior Analyst to evaluate their potential strategic, operational, compliance, and financial implications for HMSA, and proactively communicate implications to stakeholders.
  2. Compliance Implementation, Change Management & Project Leadership
    • Collaborate with and provide guidance to project or program lead for complex regulatory and change management initiatives.
    • Assist in the development and execution of comprehensive workplans and business requirements documents incorporating regulatory change lifecycle activities (intake, analysis, impact assessment, implementation, validation, and closure).
    • Ensure alignment of timelines, resources, and deliverables to meet compliance deadlines.
    • Monitor progress and works with project or program leads to ensure sustainability of implemented changes.
  3. Cross-Functional Collaboration, Impact Analysis & Risk Mitigation
    • Collaborate and partner with business areas to identify activities required to comply with new or changing regulations.
    • Facilitate structured change management discussions to assess impacts to people, processes, and technology.
    • Lead regulatory impact assessments and risk analyses; develop mitigation strategies and ensure appropriate escalation and resolution of compliance risks or barriers.
  4. Stakeholder Engagement, Governance & Reporting
    • Develop and present executive-level materials, including regulatory impact summaries, change management updates, and decision recommendations ensuring communication.
    • Support business areas and governance programs by providing clear status reporting on regulatory changes and implementation progress.
    • Act as liaison across departments to ensure awareness, accountability, and alignment throughout the regulatory change lifecycle.
  5. Data Analysis, Regulatory Tracking & Continuous Improvement
    • Maintain and enhance regulatory tracking and change management systems to monitor new and evolving requirements.
    • Analyze data, metrics, and outcomes to assess effectiveness of implementation efforts and identify improvement opportunities.
    • Maintain comprehensive documentation and audit trails supporting regulatory change activities, decisions, and compliance outcomes.
  6. Performs all other miscellaneous responsibilities and duties as assigned or directed.

  1. Bachelor's degree and three years of related work experience; or equivalent combination of education and work experience.
  2. Read, analyze and interpret documents such as business policies and procedures, government communications, operating and maintenance instructions and safety rules.
  3. Excellent written communication skills. Able to prepare routine reports and correspondence.
  4. Multi-tasks; ability to handle multiple tasks simultaneously.
  5. Detail oriented.
  6. Intermediate working knowledge and in Microsoft Office applications, including but not limited to Word, Excel, Outlook, and PowerPoint.
  7. Intermediate working knowledge in document management systems and project management tools.
