The Erosion Control position will assist the Development Engineering staff with a variety of duties related to the City's Land Disturbance Program. The specialist will serve as a resource for erosion and sediment control for public and private construction sits, working in conjunction with Development Engineering and with Public Works project inspectors and project managers. Duties include reviewing erosion and sediment control plans for Public Works projects and providing technical assistance and procedural guidance to Development Engineering and Public Works project managers on erosion and sediment control measures. The position requires exceptional communication, research, analytical, organizational and computer skills.
Position Requirements
Construction and Field Inspection. Routinely drives active construction sites to monitor for erosion and sediment control violations. Inspects public improvements on privately funded development projects. Conducts field inspections to verify compliance with approved plans, permit requirements, and erosion control standards. Collects weekly erosion control reports provided by the owner/contractor. Documents site conditions through reports and photographs.
Plan Review & Development. Participates in pre-construction meetings. Reviews construction, site, and erosion and sediment control plans for compliance. Evaluates proposed development for erosion, sedimentation, drainage, and stormwater impacts.
Compliance and Enforcement. Files inspection reports, tracks the status of active Land Disturbance Permits, and keeps records of the SWPPP and required State and Federal Permits. Interprets and applies applicable ordinances, regulations, permit requirements, and technical standards. Reviews reports and preforms site inspections to ensure the items listed in need of repair and/or correction are completed in a timely fashion. Identifies and documents non-compliance.
Customer Service Requests. Reviews Citizen Service Requests that are submitted pertaining to erosion and sediment control. Explains erosion control, land disturbance, permitting, and construction requirements. Inspects sites as necessary and follows-up with the owner/contractor and the resident.
Emergency Operations. Participates in snow removal, ice control, and other emergency operations during off-duty times and during regular work hours.
Other Duties. Assists the Development Engineering Inspector by inspecting the placement of pavement subgrade will, pavement subgrade improvements, placement asphalt, concrete sidewalk and curb and gutter, and storm pipe related public improvements.
Minimum Qualifications
Erosion Control Specialist I:
- High School Diploma or the equivalent is required. A Bachelor's degree in biology, environmental studies, or a similar environmental or conservation related field is preferred.
- A minimum of one (1) year of experience in non-professional construction, inspection, engineering, or surveying is required. Additional general construction knowledge and/or certification is preferred.
The hiring range for the Erosion Control Specialist I position is $25.00-$28.00/hr.
Erosion Control Specialist II:
- High School Diploma or the equivalent is required. A Bachelor's degree in biology, environmental studies, or a similar environmental or conservation related field is preferred.
- A minimum of four (4) years of experience in non-professional construction, inspection, engineering, or surveying is required
The hiring range for the Erosion Control Specialist II position is $27.00-$32.00/hr.
Sr Erosion Control Specialist:
- High School Diploma or the equivalent is required. A Bachelor's degree in biology, environmental studies, or a similar environmental or conservation related field is preferred.
- A minimum of seven (7) years of experience in non-professional construction, inspection, engineering, or surveying is required. Additional general construction knowledge and/or certification is preferred.
The hiring range for the Erosion Control Specialist I position is $29.00-$35.50/hr.
Work Schedule
This position generally works 8:00 am to 5:00 p.m., Monday through Friday (excluding holidays). This position may be required to work overtime to accommodate contractors' work schedules. This position may be required to respond and participate in snow removal and ice control operations during off-duty times when necessary to mitigate the emergency. Emergency response shifts begin upon call-in and can occur anytime, day or night, seven days per week INCLUDING HOLIDAYS. Typical emergency shifts are twelve hours on and a minimum of eight hours off between shifts.
