HRSI is leading an executive search on behalf of a premium retail apparel & fashion brand operating in Pakistan, Dubai and KSA. The brand has an international presence in US, UK and Canada as well.
Position Overview: The Purchase Manager is responsible for end-to-end centralized procurement across the organization, covering General Purchases and Fabric & Trims. The role ensures cost-effective sourcing, timely availability, vendor reliability, and optimal credit terms, aligned with the company's operational scale and growth strategy.
This position plays a strategic and operational role, maintaining close relationships with vendors and service providers, developing new supplier bases, negotiating competitive rates, and enforcing zero-budget buying principles without compromising quality or timelines.
Responsibilities
~1 min readA. Services Procurement (in coordination with Administration)
Manage procurement of all service-based requirements, including but not limited to:
- Civil works (construction, renovation, structural repairs)
- Carpenter works and interior fixtures
- Electrical works (wiring, panels, lighting, generators)
- Plumbing and drainage works
- Mechanical and repair & maintenance services
- AC installation, repair, maintenance
- Annual maintenance contracts (AMCs)
- Cargo, logistics, courier, pick and drop, and transportation services (for service contracts, administration will manage execution)
Ensure:
- Competitive service rates aligned with market benchmarks
- Clear scope definition, BOQs, and service deliverables
- On-time completion with cost and quality control
B. Material Procurement (General Category)
Oversee procurement of all general and operational materials, including:
- Office supplies and stationery
- Housekeeping and cleaning materials
- Refreshments and pantry items (tea, milk, sugar, kitchen supplies)
- Electrical materials (fans, lights, switches, cables)
- IT equipment (computers, laptops, accessories, peripherals)
- Furniture, fixtures, tools, and maintenance materials
- Construction-related materials (cement, tiles, fittings, sanitary ware, etc.)
Ensure:
- Centralized ordering to eliminate duplication and leakage
- Cost-effective sourcing and standardization of items
- Inventory control coordination with admin and stores
A. Fabric Procurement
Responsible for sourcing and procurement of all fabrics, including:
- Local (Khaddi) fabrics
- Imported fabrics (including all China fabrics)
- Seasonal and collection-specific fabrics
Ensure:
- Competitive pricing without compromising quality
- Alignment with design, merchandising, and production timelines
- Vendor reliability, consistency, and scalable capacity
B. Accessories, packaging material & Trims Procurement
Manage procurement of all embellishment and accessory materials, including but not limited to:
- Kat Dana
- Tilla
- Ticky Stones
- Gota
- Beads, pearls, sequins, stones, and other trims
Ensure:
- Quality consistency for luxury and couture standards
- Waste control through smart buying and consumption planning
- Timely availability aligned with production schedules
- Develop and maintain strong long-term relationships with vendors and service providers
- Identify, evaluate, and onboard new vendors aligned with company scale and growth
- Negotiate:
- Best possible rates
- Favorable credit terms
- Reliable delivery timelines
- Maintain vendor performance records and periodic evaluations
- Enforce zero-budget buying discipline through:
- Advance planning
- Rate negotiations
- Credit-based purchasing
- Prevent emergency, ad-hoc, or unauthorized buying
- Identify cost-saving opportunities without compromising operational efficiency
- Support management with cost analysis and purchase insights
- Fully implement and control centralized purchasing across all departments
- Ensure no purchases are made outside approved procurement channels
- Coordinate closely with:
- Central Planning
- Admin
- Production
- Merchandising
- Finance
- Maintain compliance with SOPs and proper documentation, approvals, and audit trails
