The HSE and Equipment Safety Head is responsible for leading the organization's health, safety, environmental, and equipment safety programs to ensure compliance with applicable regulations, industry standards, and operational requirements. The role oversees the development, implementation, and continuous improvement of safety management systems while ensuring the safe operation, maintenance, and utilization of equipment across terminal and operational facilities.
This position plays a critical leadership role in promoting a strong safety culture, minimizing operational risks, driving regulatory compliance, and ensuring that all personnel, contractors, and stakeholders adhere to established health, safety, environmental, and equipment management standards.
Key Responsibilities:
Health, Safety, and Environmental Management
- Develop, implement, and monitor comprehensive HSE policies, procedures, and programs aligned with regulatory requirements and industry best practices.
- Lead initiatives that promote a proactive safety culture across operational and support functions.
- Ensure compliance with occupational safety and health regulations, environmental standards, and company policies.
- Conduct regular workplace inspections, safety audits, hazard assessments, and risk evaluations to identify and address potential safety concerns.
- Establish preventive and corrective action plans to mitigate workplace hazards and improve overall safety performance.
- Monitor safety performance metrics, analyze trends, and recommend strategic improvements.
Equipment Safety and Compliance
- Oversee equipment safety programs to ensure all operational assets, machinery, vehicles, and material handling equipment are utilized safely and maintained in compliance with applicable standards.
- Coordinate with engineering, maintenance, and operations teams to ensure equipment inspections, certifications, preventive maintenance activities, and safety checks are completed on schedule.
- Evaluate equipment-related risks and implement controls to minimize operational disruptions and workplace incidents.
- Review equipment operating procedures and recommend improvements to enhance safety, reliability, and operational efficiency.
- Ensure contractors and third-party service providers comply with established equipment safety requirements.
Incident Management and Risk Control
- Lead investigations of workplace incidents, near misses, property damage cases, and environmental events.
- Conduct root cause analysis and develop sustainable corrective and preventive action plans.
- Prepare incident reports and present findings, recommendations, and action plans to management.
- Maintain accurate documentation of safety records, incident reports, audits, inspections, and regulatory submissions.
Training and Safety Culture Development
- Develop and deliver safety awareness programs, toolbox meetings, emergency drills, and compliance training sessions.
- Ensure all employees, contractors, and visitors are properly oriented on safety protocols and emergency response procedures.
- Promote employee engagement in safety initiatives and encourage active participation in hazard reporting and risk mitigation activities.
- Coach and guide supervisors and operational leaders on effective safety leadership practices.
Emergency Preparedness and Regulatory Compliance
- Develop and maintain emergency response plans, evacuation procedures, and crisis management protocols.
- Coordinate with government agencies, regulatory bodies, and external stakeholders during inspections, audits, and compliance activities.
- Ensure timely submission of required regulatory reports and compliance documentation.
- Act as the primary point of contact for safety-related audits and regulatory assessments.
Leadership and Team Management
- Lead and manage the HSE team, ensuring alignment with organizational goals and operational requirements.
- Establish departmental objectives, performance indicators, and continuous improvement initiatives.
- Collaborate closely with operations, engineering, maintenance, and other functional teams to drive safety excellence across the organization.
- Provide regular reports and recommendations to senior management regarding safety performance, compliance status, and risk management initiatives.
Qualifications:
- Bachelor's degree in Engineering, Occupational Safety, Environmental Management, Industrial Technology, or a related field.
- Must possess Basic Occupational Safety and Health (BOSH) certification.
- Preferably a licensed engineer or with additional safety-related certifications.
- At least 8–10 years of experience in Health, Safety, and Environment (HSE), Occupational Safety, or Safety Management roles.
- Minimum of 3–5 years in a leadership or managerial capacity.
- Experience in ports, terminals, logistics, shipping, manufacturing, heavy equipment, construction, industrial operations, or similar environments is highly preferred.
- Strong knowledge of occupational safety regulations, environmental compliance requirements, incident investigation methodologies, and risk management practices.
- Experience managing safety programs involving heavy equipment, machinery, and operational assets.
- Excellent leadership, communication, stakeholder management, and problem-solving skills.
- Proficient in preparing reports, conducting audits, and presenting recommendations to senior management.
