| Position Summary | Under the general direction of the Chief Operating Officer, position performs a variety of professional, technical and managerial duties related to design, construction and maintenance of facilities and grounds.
SUPERVISION RECEIVED: This position works under the general direction of the Director. Required to work independently and exercise judgment.
SUPERVISION EXERCISED: Supervises full and part-time employees including engineers, design engineers & field engineers. |

| Essential Duties and Responsibilities | - Plans, organizes and directs designated engineering activities; assigns, reviews, and evaluates work of staff.
- Manages and oversees assigned operations in accordance with the standards established by the Director and Commission.
- Oversees management of employees to include hiring training, annual performance appraisals and discipline in accordance with policies, procedures, and collective bargaining agreements.
- Ensures compliance with federal, state and local legal requirements as it pertains to engineering operations.
- Serves as member of the HCMA management team and participates in development and implementation of goals, policies, and procedures.
- Responsible for design, engineering, construction and scheduling of capital improvement and maintenance projects.
- Decides on design procedures and interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness. Interprets and applies relevant codes, ordinances, rules and regulations.
- Coordinates bidding, contract and procurement practices.
- Manages contracts and ensures compliance to specifications and terms.
- Plans and manages engineering projects defining scope, identifying team members, developing project plans, obtaining approvals, identifying and securing resources, development specifications, establishing performance criteria, controlling change order process and evaluation of project results.
- Provides technical assistance to staff; supervises and participates in work of staff and consultants in preparation of project plans, agreements, specifications, cost estimates and contract administration for capital projects.
- Prepares and administers operating and capital improvement budgets.
- In collaboration with the Manager of Planning & District Park Superintendents, evaluates the need for and develops plans and schedules for long-range capital improvement and maintenance projects.
- Develops and assists in the implementation of preventative maintenance schedules.
- Provides professional advice to the Board of Commissioners; makes presentations to the Board. Engages the Board on policy matters and communicates information, analysis and recommendations and options for Board consideration.
- Collaborates with the Director to direct and administer operations to achieve full and effective use of personnel, facilities and equipment and to establish a strong productive employee management culture.
- Supervises the development, maintenance and implementation of a park and recreation master plan.
- Researches alternative funding methods; coordinates grant application process.
- Communicates with other agencies and institutions performing research and planning duties on physical, social and economic factors pertinent to recreational services in the region.
- Represent H.C.M.A. regarding planning matters to the public, governmental agencies and other external sources.
- Act as project engineer of record on projects as directed.
- May serve on committees as assigned such as Safety Committee, Strategic Planning Committee, etc.

| Minimum/Preferred Qualifications | - Bachelor’s degree in civil engineering, planning, management, or related field, Master’s degree preferred. Applicants with 8 or more years of related service will be given credit toward meeting the minimum educational requirements and will be considered for the position.
| - Ten years of experience in civil engineering, planning, public administration, parks & recreation management or a related field, with at least 2 years of supervisory experience.
| - Experience with selection & implementation of asset management system.
| - Experience with organizational development.
| | - Masters degree in civil engineering, planning, management, or related field
| - Registration as a professional engineer in the State of Michigan

| - May be required to adjust schedule to meet organizational needs, including special events, evenings, weekends & holidays.
