Job Summary: 

The Enlistment Waiver Specialist supports the Ohio Army National Guard Recruiting and Retention Battalion (RRB) at Beightler Armory by reviewing, preparing, and tracking enlistment waivers (medical, moral, administrative, and prior service) and Military Entrance Processing Station (MEPS) physical requests using national systems. At its core, this is a regulatory quality assurance role: you are the quality check on an applicant’s packet before it goes forward for a decision, verifying every entry against source documentation and current Army and National Guard accession regulations and returning what does not comply. Recruiters and NCOICs will rely on you for clear, well-supported answers on what the regulations allow, often on short timelines. The role also researches and maintains personnel records for current and former military members. 

Key Responsibilities: 

  • Medical Waiver Processing:

    • Receive, review, and prepare medical waivers and MEPS physical requests using the Medical Actions Tracking System (MATS). 

    • Submit processed waivers to the Chief Surgeon at NGB-ARS and track status through final adjudication. 

    • Upon return of waivers, execute workflows in the National Guidance Counselor Resource Center System (NGCRC). 

    • Notify appropriate personnel of waiver decisions, distribute documents, file packets electronically, and maintain a waiver database and status log. 

    • Process moral, administrative, and tattoo waiver requests in coordination with RRB Operations NCOs, including preparation, submission, workflow tracking, notification of outcomes, electronic filing, and maintenance of waiver status logs.

    • Validate Soldier qualifications and initiate Military Occupational Specialty (MOS) change requests associated with National Guard Bureau–level medical waivers using the Medical Actions Tracking System (MATS), ensuring documentation accuracy and timely routing. 

  • Regulatory Compliance and Quality Assurance: 

    • Review each waiver request against the applicant’s record and SF-86, confirming that supporting documentation substantiates every entry and flagging discrepancies (for example, offense counts that do not match court records, or references sharing the same contact information) before submission.

    • Return non-compliant packets to recruiters with specific, regulation-based corrections and track them through resubmission, including difficult cases that remain open for months.

    • Maintain a working command of the enlistment and waiver regulations governing Army National Guard accessions, and apply them consistently to every packet.

    • Review the Accession Options Criteria (AOC) each fiscal year as it is released; identify and document what changed, and update the references and tables recruiters use to determine what they can and cannot offer an applicant.

    • Verify applicant test scores (ASVAB/AFQT) and enlistment program eligibility against current criteria.

    • Serve as a regulatory resource to recruiters, NCOICs, and RRB Operations staff by phone and email; explain determinations clearly, hold to the standard when challenged, and elevate to government leadership when appropriate.

    • Log and update actions in the OPS Action Tracker, balancing same-day, time-sensitive requests with long-running cases. 

  • Data and Records Management: 

    • Maintain, review, and research electronic and hard copy regulatory guidance to ensure compliance with updated standards. 

    • Manage and organize case files, correspondence, and supporting documentation. 

    • Ensure data integrity and security across all electronic filing and tracking systems. 

    • Receive, review, validate, and process USMEPCOM Form 727-E Processing Lists (PLs), ensuring completeness, accuracy, and compliance with applicable enlistment standards; maintain organized historical records for audit and reporting purposes. 

  • Personnel Research and Support: 

    • Research current and former military members using systems such as:  

  • Reenlistment Eligibility Data Display (REDD)  

  • Reserve Database Management System (RDMS)  

  • interactive Personnel Management System (iPERMS) 

    • Accurately verify and update personnel eligibility and history records as needed. 

    • Receive, review, validate, and distribute electronic enlistment packets through iPERMS and ensure accurate submission and data flow to Integrated Personnel and Pay System - Army (IPPS-A) in accordance with established SOPs. 

  • Information Request Handling: 

    • Receive, review, and respond to requests for information in a timely and accurate manner. 

    • Coordinate with internal departments and external agencies to fulfill data requests and ensure complete documentation.  

 

  • Candidate must be available to report in person to Beightler Armory, 2825 W Dublin Granville Rd, Columbus, OH 43235, 5 days a week (Monday – Friday), 8:00 am – 5:00 pm ET

    • Standard office environment with occasional remote coordination.  

  • Coordination with remote teammates; some travel for training or coordination meetings may be required. 

  • Fast-paced, time-sensitive environment where urgent requests arrive daily; requires handling sensitive personal, medical, and background information. 

 

Qualifications: 

  • U.S. citizenship and ability to handle sensitive information

  • 2+ years in military personnel, recruiting or accessions, records processing, or a similar role applying regulations to case files

  • Demonstrated ability to read, interpret, and apply detailed regulations, and to explain determinations to others

  • Proficiency with Microsoft Office (Word, Excel, PowerPoint) 

  • Strong attention to detail and commitment to data privacy/compliance

  • Ability to follow established SOPs, meet tight deadlines, and stay composed under pressure

  • Exceptional communication and interpersonal skills, with the ability to build relationships with internal and external stakeholders. 

Nice to Have

  • Prior military service (any branch or component), especially in personnel, recruiting and retention, or MEPS; National Guard experience is a plus

  • Familiarity with Army enlistment and waiver regulations (e.g., AR 601-210), the Accession Options Criteria, and the SF-86

  • Medical administration or healthcare background (helpful for medical waiver review)

  • Bachelor’s degree or equivalent military or professional experience

  • Experience with MATS, NGCRC, REDD, RDMS, or iPERMS

  • Ability to work with hybrid teams of contractors and government personnel
