The International Organization for Migration (IOM), the United Nations Migration Agency, based in Djibouti City, Republic of Djibouti, is recruiting an International Consultant (Category B) for three (3) months in Data Visualization, Graphic Design, and Motion Design to support the development of innovative visual communication products.
The overall objective of the consultancy is to support IOM Djibouti in the design, development, and production of data visualizations, infographics, graphic materials, and motion design content that effectively showcase migration data, project results, and institutional achievements. The consultancy aims to strengthen the visibility, accessibility, and impact of IOM's communication and outreach activities, in line with the Organization’s branding guidelines and donor visibility requirements.

1. Project Context and Scope:

The International Organization for Migration (IOM) in Djibouti implements a diverse portfolio of projects and activities aimed at supporting national authorities and stakeholders in migration governance and management. These interventions cover, among others, the strengthening of national capacities, the collection and analysis of migration data, support to the development of evidence-based policies, as well as other areas related to migration management and the protection of migrants.

The implementation of these interventions generates a significant volume of data, results and information that can be further leveraged through visual and accessible formats. There is therefore a need to strengthen the tools and materials used to present this information in a clear, engaging manner adapted to the various communication channels, while highlighting IOM's results and the partnerships that support its work. This approach is particularly relevant for the two European Union-funded projects in the area of migration governance and management, which place strong emphasis on data and its valorization. In this context, the consultant will support IOM Djibouti in the design and production of visual content that better presents the data, results and achievements emerging from its various projects and activities. In particular, they will contribute to the creation of data visualizations, graphic materials, infographics and animated and/or motion design content.

The materials developed will be tailored to the needs of the different audiences and communication channels, in particular digital platforms and institutional products. They may target the general Djiboutian public, and young people aged 18 to 35 in particular, as well as policymakers, experts and regional institutions, civil society actors, journalists and influencers. The scope of the consultancy will therefore cover the design, development and adaptation of visual and animated content, in collaboration with the relevant IOM teams and in line with IOM guidelines and the visibility requirements of its partners. The overall objective of the consultancy is to design and produce a coherent set of data visualization materials and graphic and animated content that make migration data, results and achievements of IOM's interventions in Djibouti more accessible, clear and engaging for different audiences, and to strengthen their promotion within the communication and visibility activities of the Organization and its partners.

2- Organizational Department / Unit to which the Consultant is contributing:

The consultant will work under the direct supervision of the Media and Communications Officer of IOM Djibouti, in close coordination with the project teams and the Displacement Tracking Matrix (DTM) team and, where relevant, the IOM Regional Office in Nairobi. IOM will provide the necessary data, texts, key messages, brand guidelines and photographs. The consultant will use their own equipment and software licences. All products developed under this consultancy remain the exclusive property of IOM. The consultant undertakes to comply with IOM's principles on data protection and on the dignified representation of migrants.

Tasks to be performed under this contract

Under the supervision of the Media and Communications Officer of IOM Djibouti, the consultant will:

  • Take part in regular scoping meetings and propose a concept note (artistic direction, graphic style, formats) aligned with IOM brand guidelines and EU visibility requirements;

  • Develop a light graphic kit and reusable templates (carousels, e-cards, fact sheets, presentations) that can be adapted by the communications team after the consultancy;

  • Design static and animated data visualizations based on data provided by IOM (DTM data, migration flow statistics, project results): infographics, maps, animated dataviz, counters, GIFs;

  • Produce animated "explainer" videos (60 to 90 seconds) making the importance of migration data, data collection and key project results accessible to a broad audience;

  • Create e-cards and visuals for social media (Twitter/X, Facebook, LinkedIn, YouTube), in French and English versions depending on the channel;

  • Lay out fact sheets presenting key data and project achievements;

  • Incorporate revisions requested by IOM and, where applicable, by the Delegation of the European Union;

  • Deliver all open and editable source files, final exports in the required formats, and a concise user guide for the templates.

    Expected deliverables and indicative timeline

    The timeline below is indicative and will be refined during the scoping meetings. The distribution of deliverables between the two projects will be specified at the start of the assignment. Each deliverable will fall under one of the following two categories:

  • "Evergreen" products: templates, models and editable files reusable throughout the year and for the duration of the projects, by the communications team or by programme colleagues (to be defined). They must be delivered in editable formats (Canva, InDesign, After Effects/Premiere) with fonts and colours compliant with the brand guidelines, and accompanied by user instructions.

  • "One-off" products: dated, creative and non-replicable content produced around flagship events and project milestones. They are delivered finalized, in the expected dissemination formats, with their source files.
