The International Organization for Migration (IOM) Hungary is implementing the project REACHMIND – Refugee, Education, And Children Mental Health IN Development: Empowering children, parents and teachers in promoting and protecting refugee, migrant and minority children’s mental health (Grant Agreement No. 101190350), funded under the European Union Citizens, Equality, Rights and Values (CERV) Programme.

Under Work Package 4 (Communication and Dissemination of Findings), IOM Hungary is responsible for coordinating the development of the project’s policy brief and organizing a transnational webinar to disseminate project findings and recommendations to relevant stakeholders at national and European level. These activities contribute to the project’s objective of strengthening awareness, policy uptake, and evidence-based approaches to promoting the mental health and well-being of refugee, migrant and minority children.

Following the approval of Grant Agreement amendment, additional expert support is required to ensure the timely and high-quality delivery of the WP4 outputs. The Consultant will provide specialized expertise in policy analysis, stakeholder engagement, drafting and dissemination activities, including the review of project outputs, preparation of policy recommendations, drafting of the project policy brief, consolidation of partner contributions, and support to the design and facilitation of the final project webinar.

The assignment is expected to be delivered over an estimated level of effort of 384 working hours during the consultancy period.

The Consultant will support the implementation of Work Package 4 – Communication and Dissemination of Findings, with a particular focus on:

Development of the project policy brief (EU-level and support to national policy recommendations);
Consolidation and review of technical inputs from consortium partners;
Stakeholder engagement and dissemination activities;
Planning, preparation and facilitation of the final project webinar.

Duty station: Home-based/remote, with availability to work across European time zones.

The consultant will work under the overall supervision of the IOM Hungary Project Management Team and in close coordination with project partners.

Tasks to be performed under this contract

Review and analyse relevant REACHMIND project outputs, including needs assessment reports, toolkit testing results, and feedback from pilot activities and stakeholders.
Develop a structured and coherent policy narrative for the REACHMIND policy brief, including key findings and challenges identified across partner countries, cross-country comparative analysis, and evidence-based and actionable policy recommendations.
Draft the policy brief, ensuring clarity, coherence, policy relevance, alignment with EU-level and national policy frameworks, and inclusion of cross-cutting insights and country-specific considerations.
Revise and finalize the policy brief based on inputs received from IOM and project partners.
Collect, consolidate and integrate inputs from consortium partners, ensuring consistency in messaging and terminology, coherence across country contributions, and appropriate representation of national contexts where relevant.
Define the objectives, target audience and key messages of the REACHMIND webinar, ensuring alignment with the policy brief and the project’s dissemination objectives.
Develop the webinar concept note, agenda, structure and proposed format, such as presentation, panel discussion or interactive session.
Prepare webinar supporting materials, including presentation slides, key speaking points and other materials required for the event.
Lead and facilitate the webinar, including presenting key findings and policy recommendations, moderating sessions and discussions, supporting stakeholder engagement, and coordinating inputs from speakers where applicable.
Prepare a short post-webinar summary capturing key outcomes and feedback.

Performance indicators for the evaluation of results

Relevant project outputs are reviewed and reflected in the policy brief, including needs assessment reports, toolkit testing results, and feedback from pilot activities and stakeholders.
Policy brief first draft is submitted in a clear, coherent and policy-relevant format, including key findings, cross-country analysis and evidence-based recommendations.
Final policy brief is revised and finalized based on comments from IOM and project partners.
Partner inputs are collected, consolidated and integrated in a structured input consolidation matrix.
Webinar concept note is prepared, including objectives, target audience, agenda, structure and proposed format.
Webinar materials, including presentation slides and speaking points, are prepared to support effective delivery of the event.
Webinar is delivered in a professional and structured manner, including presentation of findings and recommendations, facilitation of discussion, and engagement with relevant stakeholders.
Short post-webinar summary is submitted, capturing key outcomes and feedback.
Deliverables are completed in line with the agreed consultancy timeline and deliverable-based modality.

Requirements

Advanced university degree in public policy, social sciences, education, migration or development studies, or a related field.

Technical knowledge (Asset) in
- Migration and integration
- Education systems
- Mental health and psychosocial support (MHPSS)
- Child and social inclusion policies
Minimum 5–7 years of relevant professional experience, including:
- Policy analysis and drafting
- Development of policy briefs or analytical reports
Demonstrated experience in:
- Translating research findings into policy-relevant recommendations
- Working on EU-funded or multi-country projects
Proven experience in:
- Designing and facilitating webinars or similar stakeholder events
- Presenting to diverse audiences, including policymakers and practitioners

Excellent analytical and drafting skills
Strong communication and presentation skills
Ability to coordinate multiple stakeholders and inputs

For this consultancy, fluency in English is required and knowledge of consortium languages (Hungarian, Slovak, Polish, Czech) is an asset

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
