Danish Western Balkans Regional Migration Governance Programme (RMGP) – Focus on Western Balkans and Republic of Türkiye – Outcome 2 (IB0537)

The International Organization for Migration (IOM) will support an assessment of the current situation, including existing capacities, training needs, operational practices and institutional arrangements relevant to labor inspections, trafficking in persons and labor exploitation. The findings of this assessment will inform the subsequent development of a specialized training module to strengthen the capacity of labor inspectors to identify, respond to and refer cases involving indicators of trafficking in persons and labor exploitation.

The local consultant will work as part of a team with the international consultant to ensure that the training module reflects the Albanian legal, institutional, and operational context, including the roles and responsibilities of labor inspectorates, law enforcement institutions, referral structures, and relevant case management procedures.

Working under the overall supervision of IOM Albania and in close coordination with the Labor Inspectorate and the International Consultant, the Local Consultant will support the assessment of the current situation, contribute to the development of a specialized training module for labor inspectors, and support the organization of a Training of Trainers (ToT).

Tasks to be performed under this contract
  • The Local Consultant will focus first on assessing the current situation, including national contextualization, legal and institutional analysis, operational practices, stakeholder perspectives and training needs. Based on this assessment, the consultant will provide inputs to the development of practical inspection tools, training materials and the co-facilitation of the Training of Trainers. The International Consultant will provide overall technical guidance, comparative expertise and quality assurance, while the Local Consultant will ensure that the assessment and subsequent module are fully aligned with Albania’s legal, institutional and operational context and are practical for use by labor inspectors.
    The consultant will be responsible for the following tasks:
    •    Conduct an assessment of the current situation, including existing capacities, training needs, operational practices, institutional roles and key challenges faced by labor inspectors in identifying and responding to indicators of trafficking in persons and labor exploitation.
    •    Review existing national legislation, policies, institutional mandates, operational procedures, and training materials relevant to labor inspection, trafficking in persons, labor exploitation, referral mechanisms, and case management.
    •    Support the international consultant in identifying training needs and contextual priorities for labor inspectors in Albania.
    •    Contribute to the drafting and contextualization of the specialized training module, ensuring alignment with Albanian legislation and institutional practice.
    •    Provide national-level inputs on the identification of trafficking and labor exploitation indicators during labor inspections.
    •    Develop practical tools, exercises, case studies, checklists, and guidance materials for labor inspectors.
    •    Contribute to the design of sessions on selecting, planning, and conducting professional inspections in suspected cases of labor exploitation and trafficking.
    •    Develop guidance on planning and conducting joint inspections involving labor inspectorates, police, and other relevant institutions.
    •    Ensure that referral pathways and inspection case management procedures are accurately reflected in the module.
    •    Conduct consultations and validation meetings with labor inspectorates, police and other relevant stakeholders.
    •    Co-facilitate the Training of Trainers in Tirana together with the international consultant.
    •    Incorporate feedback from IOM, the Labor Inspectorate and national stakeholders into the final training module and related materials.

•    Maintains clear, timely and professional communication throughout the assignment.
•    Maintains confidentiality and handles sensitive information in accordance with IOM standards.
•    Demonstrates timeliness, responsibility and initiative in completing assigned tasks.
 

Requirements

•    Advanced university degree in social sciences, public administration, human rights, labor relations, criminal justice, or another relevant field.

•    At least 10 years of relevant professional experience in migration, trafficking in persons, employment sector, protection, social inclusion, and institutional capacity development.

•    Sound knowledge of Albanian legislation and institutional frameworks related to labor inspection, trafficking in persons, labor exploitation, referral mechanisms, and victim protection.
•    Extensive experience in developing training programmes, training content, SOPs, guidance materials and practical tools for public institutions and service providers.
•    Extensive experience working with ministries, local authorities, law-enforcement-related structures, referral mechanisms and other national stakeholders, including facilitation of consultations and capacity-building activities. 
•    Strong analytical, drafting, facilitation and communication skills demonstrated through numerous national and international consultancy assignments
•    Ability to maintain accuracy and confidentiality in performing responsibilities. 
•    Strong interpersonal and intercultural skills with attention to detail. 
 

For this consultancy, Fluency in Albanian and English is required for this assignment.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
