Organizational Department / Unit to which the Consultant is contributing

 

The program specifically aims to improve the sustainability of the public health system's response to health challenges and migration in Tunisia, with an emphasis on the area of Zarzis. 

 Under the overall supervision of the Head of Sub-office (Zarzis) and the direct supervision of the migration health physician, the successful  incumbent will be responsible for the following tasks 

Tasks to be performed under this contract
 
  • Provide medical assistance for migrant’s beneficiaries accessing IOM medical services.

  • Provide assistance to medical physicians when needed.

  • Create medical records for new cases, update records for the follow up ones and ensure proper archiving of these records.

  • Coordinate medical referrals with relevant hospitals and medical centers and closely follow up on the progress of the treatment/their medical condition of all cases

  • Provide support for medical services for migrants in governmental health/medical facilities whenever requested.

  • Identify and advocate on special health needs for individuals/groups and liaise with relevant health actors/partners to facilitate the service provisions.

  • Contribute to strengthening and monitoring mechanisms for ensuring quality health services and identification of beneficiaries potential protection concerns for all vulnerable categories (children, pregnant and lactating women , beneficiaries with disabilities and elderly patients.

  • Undertake health needs assessments of the migrant population with attention to health determinants to assure provisions to meet those needs; maintain an on-going monitoring system to assure adequacy of such service provisions, including emergency response.

  • Highlight and ensure presentation of psychosocial needs, including protection issues to Migrant Assistance Service caseworkers for further follow up, in line with Standard Operating Procedures.

  •   Monitor the completion of pre-departure medical checks for fitness to travel for migrants who are willing to return home voluntarily and coordinate all necessary medical procedures related to AVRR inclusive provision of Medical escort for cases requiring medical assistance during travel

  • Conduct health promotion activities for migrants’ and host communities based on the most common health elements affecting the migrants and address public health measures needed to maintain a healthy environment, in the form of outreach clinics and health events.

  • Liaise with Community leaders, Community Health and Outreach Worker networks in migrant dense communities to understand and remain up to date on migrant needs and health concern.

  • Coordinate the proper storage, maintenance and procurement of basic medical equipment and supplies for the IOM Migration Health Unit including Emergency Medical Kits, Medical Escorts Kits, and other medical items.

  • Regularly review services from a gender perspective and make recommendations to improve gender mainstreaming and gender sensitive services for all.

  • Assist Medical team in conducting of medical convoys and basic medical services provided in field level

  • Write, consolidate, and submit individual case reports, monthly progress reports on key project activities and statistical reports whenever requested.

  • Report back to the migrant medical physician on a regular basis

  • Perform such other duties as may be assigned.

  • Will have to respond to emergency calls throughout the Day

Requirements

  • University or technical degree in nursing 
  • Minimum two years of relevant work experience 
  • Experience in the public health sector in Tunisia; knowledge of project development, implementation and monitoring is an advantage;
  • Proven experience in community outreach and dialogue in addition to practical monitoring and evaluation experience

  • Fully proficient in Microsoft Office, Word, Excel, Internet, PowerPoint and Email.

  • Experience working in Emergency situations, with emergency cases.

  • In depth knowledge of the humanitarian context of medical assistance in relevance to different migrants’ populations.

Fluency in French and Arabic is required.

Working knowledge of English is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
