For each completed declaration of interest form that is submitted by ECO to the Consultant for review, the Consultant will:
- Assess potential, actual, or perceived conflicts of interest.
- Identify inconsistencies, missing or incomplete information, and areas potentially requiring ECO’s input and guidance.
- Conduct follow‑up with personnel, as necessary, to clarify information provided.
- Issue a closure message to the personnel concerned including:
- The assessment of compliance; and
- Recommended mitigation measures, where applicable.
- Deliverable: Individual written assessment (closure email) for each disclosure form that is reviewed.
- Delivery timeline: Rolling basis throughout the YDI 2026 review period.
- Prepare concise notes for every disclosure form reviewed.
- Formulate clear and actionable recommendations (e.g., mitigation guidance, need for follow‑up, classification of risk).
- Coordinate with the Administrative Assistant to ensure accurate updates to internal databases.
- Liaise with the Chief of ECO whenever necessary to share issues or concerns, discuss sensitive matters, or obtain guidance on more complex disclosures.
- Deliverable: Case notes uploaded in ECO’s repository for each submission.
- Delivery timeline: Rolling basis throughout the YDI 2026 review period.
- Review and refine materials used for previous YDI outreach activities, including webinar content and supporting communication materials.
- Contribute to the delivery of outreach activities related to the YDI exercise, including up to four one‑hour interactive sessions combining presentations and Q&A, as appropriate.
- Provide substantive inputs, as needed, to YDI‑related guidance and outreach materials, such as guidelines, explanatory notes, or other communication tools aimed at facilitating understanding of the purpose of the exercise.
- Deliverables: Delivery of YDI outreach activities, including up to four one‑hour interactive sessions explaining the exercise.
- Concrete and authoritative feedback on draft YDI guidance and related outreach materials.
- Delivery timeline: Outreach sessions to be delivered prior to the launch of the YDI exercise.
- Feedback on guidance and outreach materials to be provided by the end of August.
- The Consultant will submit a report every two weeks containing:
- Number of YDI forms reviewed and their outcomes (e.g., no conflict, conflict with mitigation measures, pending information from staff).
- Number of forms pending review and overall compliance rates.
- Issues, bottlenecks, or emerging trends requiring ECO’s attention.
- Deliverable: Bi-weekly written reports submitted to ECO.
- Delivery timeline: Rolling basis throughout the YDI 2026 review period.
- End-of-Assignment Report including:
- Comprehensive summary of all reviewed YDI forms.
- Key trends, recurring issues and emerging risk areas.
- Proposed revisions to the current declaration of interest form, as relevant.
- Recommendations for process improvements for future YDI cycles.
- An overall assessment of the effectiveness of the 2026 exercise.
- Deliverable: Complete report sent to ECO and endorsed by the Chief of ECO.
- Delivery date: End of consultancy.
Requirements
~1 min readAdvanced university degree in Law, Ethics, Public Administration, Governance, or a related field.
- Five years of demonstrated experience in compliance, conflicts of interest, ethics reviews, or due diligence analysis;
- Experience within UN, IOM, or another international organization would be an asset.
- Experience in assessing declarations of conflicts of interest;
Experience with or knowledge of public international or non-governmental organizations
comparable to IOM; - Proven experience in drafting reports and internal and external documents;
- Experience in working in sensitive environments and with confidential information and
processes.
- Excellent computer literacy, especially database tools;
- Excellent analytical, research, and drafting skills;
- Demonstrated resourcefulness, initiative, and proactive approach;
- Demonstrated organizational skills;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the three languages.
For this consultancy, fluency in English is required.
Working knowledge of Spanish and/or French is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities
~2 min readIOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
Any offer made to the candidate in relation to this vacancy notice is subject to funding confirmation.
Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, security clearances.
