This is an expedited recruitment process open only to:

1. internal candidates and
2. former IOM staff members who were separated in the last 12 months due to the structural adjustment process.

Under the overall supervision of the Chief of Mission (COM) in Yemen and direct supervision of the Senior Field and Programme Coordinator and in coordination with relevant units in the International Organization for Migration (IOM) Yemen Country Office (CO), the Programme Manager (CBI) will have to be responsible for the oversight and management of Yemen CO’s Cash-Based Incentive (CBI) Programme’s implementation, including the supervision for assistance processes, tools and portfolio.

1. Provide recommendations and advice to the COM and the relevant units of Yemen CO on integrating CBIs into operational plans and strategies to efficiently meet programme objectives and conduct   liaison with technical sectors.
2. Establish and maintain effective working relationship with Government agencies, United Nations (UN) partners, International Non-Governmental Organizations (INGOs), research institutions, and private sector entities to ensure complementarity in the assessment, design and implementation of CBIs.
3. Represent IOM Yemen CO in national level CBI forums and dialogue with donors, partner agencies and other stakeholders on cash, voucher assistance.
4. Provide overall oversight and management of all cash and voucher transfers planned under CO’s operations in Yemen, including facilitating implementation and monitoring of CBI based programmes at the Area and Sub-Office level.
5. Liaise closely with other units at the CO level that have direct responsibilities for the elements of the operational management of CBI’s delivery to beneficiaries level e.g., Logistics, Finance, Procurement and IT. Advise the relevant supervisors at Resources Management Unit   of any bottlenecks that may impede the timely delivery of CBI to beneficiaries and take action to resolve problems.
6. Facilitate and support communication and discussions, and ensure an adequate level of coordination, between relevant units of CO, and private sector companies, which may be contractually engaged for the management and delivery of CBIs to beneficiaries e.g., banks and telecommunication companies, and review any contractual arrangements made.
7. Liaise closely with relevant government authorities, UN agencies and NGOs engaged in CBI activities, keeping them fully informed of the status of Yemen CO’s activities in this regard. Participate in national level dialogue with donors and other stakeholders on cash, vouchers, and other CBI activities.
8. Periodically review the appropriateness of the use of CBI to deliver assistance to respond to the evolving needs in the country.
9. Draw up plans for timely delivery of CBIs in coordination with government, NGO and UN partners, donors, and commercially contracted companies, and monitor their implementation.
10. Closely coordinate with the M&E section within the CBI and the M&E units of the CO, to ensure that relevant output and outcome indicators for CBI are systematically collected and analysed in a manner that helps the CO to determine the efficiency and effectiveness of CBI delivery, as well as the appropriateness of the transfer modality choice. Undertake visits to monitor the project sites and meet beneficiaries to ensure the progress in achieving of the project objectives.
11. Advise the CO units, Area/Sub-Offices and IOM partners on risk management for CBI based programme implementation.
12. Contribute to the development of project proposal, prepare periodic and ad hoc reports on IOM’s Cash and voucher-based activities in Yemen, including proposing operational improvements and potential future scope for IOM’s CBI programming.
13. Liaise with the CBI unit at HQ and relevant units in the Regional Office and ensure compliance with IOM’s policies and procedures for CBI based programming.
14. Supervise the CBI programme staff involved in the planning and management of CBI transfers and provide training and technical guidance in their work.
15. Contribute to the co-leading of the IOM’s activities for Rapid Response Mechanism (RRM) sector and maintain an appropriate humanitarian coordination of the sector.
16. Contribute to the development of the RRM chapter for the Yemen Humanitarian Response Plan (HRP) and Humanitarian Need Overview (HNO).
17. Represent Yemen CO at the RRM sector and actively participate in Yemen Inter-Cluster Coordination Mechanism.
18. Perform such other duties as may be assigned.

• Master’s degree in Economics, Business administration, Political Science, or a related field from an accredited academic institution with five years of relevant professional experience; or,

• University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

• Experience working in the field, with minimum two years of Professional International experience in programming in Cash Based Interventions (CBI) in conflict or post conflict duty stations;

• Experience with sectoral CBIs (shelter, health, nutrition, food security, WASH, livelihoods, education, etc.); and,

• Experience in liaising with governmental authorities, other national/international institutions and NGOs and building effective partnerships with private sector.

• Knowledge and understanding of key Cash actors within the humanitarian sphere; 

• Excellent knowledge of CBIs in humanitarian emergencies, throughout the project cycle;

• Proven ability to supervise, train and direct staff and operations in emergency contexts; and,

• Demonstrated understanding of the Coordination Architecture in the Cluster Approach.

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.

For this position, fluency in English is required (Oral and Written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
