This consultancy is implemented under the “A Ghanaian European Safe and Prosperous People’s Mobility (ATUU)" project, which seeks to strengthen migration governance at the local level through functional, inclusive, and sustainable coordination mechanisms.

Effective migration governance at the local level requires functional coordination mechanisms that bring together government institutions, technical departments, civil society actors, and other relevant stakeholders. To this end, Local Technical Committees (LTCs) have been established to support migration management, migrant protection, labour migration governance, ethical recruitment, and referral pathways at the local level.

Through ATUU project support, the LTCs have been formally established and provided with initial capacity-building and technical training. However, the sustainability and effectiveness of these structures depend on consistent technical coordination, systematic follow-up on decisions, proper documentation, and strong linkages with national migration governance mechanisms.

In the Dormaa Central Municipal Assembly (DCMA), migration dynamics, particularly labour migration, internal mobility, return and reintegration, and migrant protection risks, necessitate coordinated, locally grounded, and multi-sectoral responses. To address these needs, a Local Technical Committee (LTC) on migration management has been established in DCMA as a multi-stakeholder coordination platform.

While the DCMA LTC has received initial project support, including formal establishment and capacity-building for its members, its effective functioning and long-term sustainability require dedicated technical and operational coordination. This includes ensuring regular meetings, follow-up on agreed actions, documentation of processes and outcomes, and effective linkages with national-level migration coordination structures.

This consultancy will provide hands-on technical, coordination, and operational support to the DCMA LTC to ensure its effective functioning and contribution to improved migration management outcomes at the local level. The assignment will be implemented under the coordination of the International Organization for Migration (IOM), in close collaboration with the DCMA and other relevant government counterparts and stakeholders.

Tasks to be performed under this contract

Under the direct supervision of the Project Manager, the consultant will be responsible for the coordination, operationalization, and performance monitoring of the Local Technical Committee on Migration Management in DCMA.

The consultant will assist with the following outputs:

  • Review existing LTC Terms of Reference, membership, and operational arrangements specific to DCMA.

  • Develop and/or update standardized LTC operational tools, including meeting agendas, minutes templates, action-tracking matrices, and reporting formats.

  • Develop an annual DCMA LTC workplan aligned with ATUU project objectives and national migration governance priorities.

  • Coordinate and facilitate 8 regular DCMA LTC meetings, including preparation of agendas, documentation of proceedings, and follow-up on agreed action points.

  • Serve as the focal point for communication between DCMA LTC members, local authorities, and the project team.

  • Support the implementation and tracking of DCMA LTC recommendations related to migration management, ethical recruitment, migrant protection, and referral mechanisms.

  • Provide continuous technical guidance to DCMA LTC members on migration governance frameworks, ethical recruitment standards, and referral pathways.

  • Identify capacity gaps within the DCMA LTC and support the organization of refresher sessions or targeted technical briefings, as required.

  • Strengthen coordination and information flow between the DCMA LTC and national-level migration coordination mechanisms.

  • Prepare concise monthly progress reports and quarterly analytical reports on DCMA LTC.

  • Document good practices, lessons learned, and case examples from DCMA LTC operations

 
Performance indicators for the evaluation of results
  • DCMA LTC operational tools and annual workplan developed and validated within the first month of the assignment.

  • At least one (1) DCMA LTC meeting coordinated per quarter with documented minutes and follow-up actions.

  • Evidence of effective follow-up and implementation of DCMA TC recommendations.

          Timely submission of quality monthly and quarterly reports

Requirements

  • University degree in Migration Studies, Public Administration, Social Sciences, Development Studies, or a related field from an accredited academic institution

  • Minimum five (5) years of relevant professional experience in migration governance, local governance, programme coordination, or related areas.

  • Demonstrated experience coordinating or supporting multi-stakeholder technical committees, task forces, or working groups at the local or sub-national level.

  • Proven knowledge of local government systems, decentralized governance structures, and local service delivery and referral mechanisms in Ghana, particularly within metropolitan, municipal, or district assemblies.

  • Strong understanding of labour migration governance, ethical recruitment, migrant protection frameworks, and referral pathways at the local level.

  • Proven experience in facilitation, stakeholder engagement, follow-up on action points, and analytical reporting.

  • Excellent communication and writing skills.

  • Fluency in English is required.

  • Knowledge of Twi or other relevant local languages spoken in DCMA is an asset.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
