The International Organization for Migration (IOM) is supporting the Government of Uzbekistan in promoting safe, orderly, and regular labour migration through strengthened pre-departure preparation, institutional capacity-building, and sustainable reintegration assistance. Under the UK Foreign, Commonwealth and Development Office (FCDO)-funded project, "Safe Migration of Seasonal Workers from Central Asia to the UK," IOM works closely with the Migration Agency and other relevant national stakeholders to enhance governance of labour migration and improve access to gender-responsive information, services, and support for prospective, current, and returning migrants participating in the UK Seasonal Worker Scheme (SWS).
 
Organizational Department / Unit to which the Consultant is contributing

Labour Mobility Division, IOM Uzbekistan, under the UK Foreign, Commonwealth and Development Office (FCDO)-funded project, "Safe Migration of Seasonal Workers from Central Asia to the UK" 
Tasks to be performed under this contract under the direct supervision of the National Project Manager and overall coordination from the Chief of Mission (CoM).
•    Support the day-to-day implementation of project activities to ensure timely, efficient, and results-oriented delivery in accordance with the approved workplan, donor requirements, and IOM policies and procedures. 
•    Coordinate with project staff, implementing partners, consultants, and service providers to facilitate effective implementation of project activities and achievement of project outputs and outcomes. 
•    Develop, operationalize, and continuously update the project's Monitoring, Evaluation and Learning (MEL) framework, including monitoring plans, performance measurement tools, indicator reference sheets, databases, reporting templates, and learning mechanisms. 
•    Establish and maintain comprehensive systems for monitoring project progress against the Results Framework, workplans, logical framework, and key performance indicators, ensuring timely collection, verification, analysis, and reporting of high-quality quantitative and qualitative data. 
•    Design and implement monitoring methodologies and data collection tools, including surveys, questionnaires, baseline and endline assessments, pre- and post-training evaluations, beneficiary feedback mechanisms, field monitoring tools, grant monitoring instruments, and partner reporting templates. 
•    At the request of project team, conduct regular monitoring missions, field visits, beneficiary consultations, and data quality assessments to ensure accuracy, completeness, reliability, and consistency of project data and supporting documentation. 
•    Maintain and continuously update UK-related pre-departure orientation materials, project monitoring databases, dashboards, and tracking systems to facilitate evidence-based decision-making, performance monitoring, and donor reporting. 
•    Contribute and assist to the preparation of donor reports, briefing materials, presentations, talking points, success stories, case studies, visibility materials, and other knowledge products demonstrating project achievements and impact. 
•    Support the planning, coordination, and quality assurance of project activities, including workshops, trainings, consultations, grants, awareness campaigns, and other capacity-building initiatives. 
•    Review and provide technical inputs to Terms of Reference (ToRs), methodologies, workplans, training curricula, operational guidelines, communication materials, visibility products, procurement specifications, consultant deliverables, and other implementation documents to ensure alignment with project objectives, donor requirements, monitoring indicators, and cross-cutting principles, including gender equality, disability inclusion, safeguarding, and social inclusion. 
•    Monitor the implementation of grants, consultancies, and service provider contracts by tracking deliverables, reviewing technical outputs, documenting progress, identifying implementation risks, and providing recommendations for quality improvement. 
•    Support the organization and documentation of project coordination meetings, technical working groups, donor missions, monitoring visits, and other stakeholder consultations, including presentations, minutes, action points, and follow-up action plan. 
•    Contribute to project risk management by monitoring implementation risks and assumptions, tracking mitigation measures, and providing timely recommendations to ensure successful project delivery. 
•    Provide technical oversight and coordination of all project communication and visibility activities, including advising on communication strategies, reviewing messaging and visibility materials, coordinating with the communication focal point and media agencies, ensuring effective stakeholder engagement, media outreach, and full compliance with FCDO and IOM branding and visibility requirements. 
•    Support external monitoring missions, evaluations, donor visits, internal audits, and quality assurance exercises by coordinating documentation, logistics, data verification, and responses to recommendations. 
•    Ensure that cross-cutting issues—including gender equality, protection, accountability to affected populations, environmental sustainability, disability inclusion, and safeguarding—are systematically integrated into project implementation, monitoring, reporting, and learning processes. 
•    Perform any other project implementation, monitoring, evaluation, reporting, coordination, or technical tasks as assigned by the National Project Manager.
 
 

Requirements

  • Bachelor's degree or higher in Monitoring and Evaluation, Statistics, Economics, Sociology, Anthropology, Development Studies, Migration Studies, Public Policy, Data Science, or another relevant social science discipline from an accredited academic institution.
     

•    At least three years of progressively responsible professional experience in monitoring and evaluation, preferably within migration, labour mobility, reintegration, livelihoods, or socio-economic development programmes.
•    Demonstrated experience in designing and implementing monitoring and evaluation frameworks, including data collection, verification, analysis, reporting, and results-based management.
•    Sound knowledge of the labour migration landscape in Uzbekistan, including relevant policies, institutional frameworks, and key stakeholders.
•    Experience working with migrant populations, particularly returnees, and a good understanding of reintegration and socio-economic inclusion approaches is an advantage.
•    Proven ability to develop and manage M&E tools, databases, dashboards, and data quality assurance processes using both quantitative and qualitative methodologies.
•    Experience supporting the development and review of project methodologies, monitoring tools, and technical documentation, including ensuring alignment with project indicators and cross-cutting priorities such as gender equality and social inclusion.
•    Experience in monitoring or assessing grant programmes, livelihood interventions, entrepreneurship support, or skills development initiatives is considered an asset.
 

•  Excellent analytical, interpersonal, and communication skills, with the ability to engage effectively with government counterparts, development partners, consultants, and project beneficiaries.
•    Demonstrated ability to prepare high-quality analytical reports and present monitoring findings and recommendations to both technical and non-technical audiences.

For this consultancy, Excellent command of English and Uzbek (written and spoken); knowledge of Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel is anticipated.

Responsibilities

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
