Under the overall supervision of the Resource Management Officer and the direct supervision of Supply Chain officer, the successful candidate in Yaounde will be responsible and accountable for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal  price and in a timely manner. The responsibility will also include ensuring the appropriate implementation of instructions and policies governing the management of resources related to Supply Chain in the Country Office and Sub Offices, as well as providing recommendations aiming at increasing effectiveness and efficiency of Supply Chain Management within the listed Offices. 
    IOM procurement and supply chain activities are guided by the general principles of: 
    Best Value for Money 
    Accountability, Integrity and Transparency 
    Fairness and effective Competition 

  1. Assist in coordinating day-to-day dispatch activities as per need for intercity and within city missions.
  2. Support efficient coordination with dispatch team for smooth operations, including.
    1. Mission planning and assigning drivers / cars.
    2. Coordinate with OSS to acquire road status for intercity missions.
    3. Planning and deploying weekends, holidays, and night drivers.
    4. Maintain record of extra hours served by drivers.
  3. Ensure that vehicles are registered and licensed, and that these documents are always up to date.
  4. Monitor procurement-related documents and archive vehicle documentation (insurance policies, vehicle registration certificates, accident reports, repair orders, repair invoices, logbooks, reports, etc.). Keep vehicle records up to date.
  5. Keep record of driving licenses and necessary permissions for dispatch and international staff with authority to drive.
  6. Randomly check logbooks and track mileage viz a viz fuel consumption. Notify fleet manager in case of any observation.
  7. Generate leave plan for complete year of dispatch team.
  8. Verify the fleet is in working condition and generate vehicle maintenance requisitions as per need with approval of fleet manager.
  9. Closely coordinate and act as backup for Airport team focal person.
  10. Generate incident reports immediately for vehicles involved in traffic accidents and any other damage to IOM vehicle.
  11. Coordinate with insurance focal person and OSS in case of accidents. Make sure that vehicles are repaired through insurance as soon as possible.
  12. Generate daily reports of vehicles, reflecting vehicles status in Juba, on mission, under maintenance or any other task.
  13. Provide inputs for the evaluation of drivers.
  14. Perform other duties as may be assigned.

EDUCATION

 

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; or

  • High school diploma with four years of relevant professional experience

  • Certification in Procurement, Logistics or Supply Chain Management is an advantage

EXPERIENCE

  • Experience in procurement and logistics and working with vendors and service providers;

  • Experience with asset management process; 

  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage;

  • Experience in warehouse management will be an added advantage;

  • Experience working in an international organisation an advantage.

SKILLS

  • High level of computer literacy;

  • Ability to work with national and international institutions; 

  • Ability to prepare clear and concise report; 

  • Excellent communication and negotiation skills;

  • Ability to establish realistic requirements to meet IOM needs. 

LANGUAGES
For this position, fluency in English and French is required. Knowledge of a second official UN language is desirable.
