Established in 1951, the International Organization for Migration (IOM) is a related organization of the United Nations (UN), and as the leading UN agency in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Operational in Indonesia for more than 40 years, IOM Indonesia is working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Migration and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Governance and Resettlement and Voluntary Returns.

The Resources Management Unit contributes to monitoring and supporting the budgetary financial, human resources and other administrative functions of the mission to ensure high-quality, effective and efficient resources management for the Country Office.

Under the direct supervision of the National Resources Management Officer and the overall supervision of the Head of Resources Management, in close coordination with the relevant units across the organization, the Senior Finance Associate will be responsible for supporting and monitoring the financial, accounting, budgeting and administrative functions of the Country Office.  

 

1.    Provide procedural guidance to managers and staff; supervise, guide and train finance staff and provide technical support to finance staff in sub-offices.
2.    Provide specialized support preparing annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses.
3.    Serve as the designated point of contact for the Country Office monthly accounts closure process by coordinating accounts closure and monitoring compliance with applicable financial policies, procedures, rules, and regulations.
4.    Conduct quality control checks to support monthly mission accounts closure; monitor and follow up on outstanding payables, including open contractual commitments; support timely clearance of vendor accounts; review and reconcile balance sheet accounts; and assist in monitoring completion of Periodic Checklist Review actions. 
5.    Manage financial resources through periodic monitoring of project funds and expenditures, utilizing system reports and tools, and by coordinating with programme and supply chain units.   
6.    Provide regular and ad hoc financial information to support informed financial decision making.
7.    Provide operational support to the PULSE Planner by reviewing data inputs to support the accuracy and completeness of monthly SCA and CCA, and assist in the verification of allocation percentages and funding coverage.
8.    Ensure that accounting transactions, including expenditures, income and non-cash vouchers, are processed and recorded in accordance with established authorization levels and supported by valid and sufficient documentation, in compliance with IOM financial policies and instructions.
9.    Provide on the job training and technical support to finance staff and relevant colleagues on financial processes, systems, and procedures, including the use of WAVE ERP system, to support accurate and timely financial operations.
10.    Provide assistance in responding to audit queries and follow up on audit recommendations.
11.    Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required.
12.    Perform other related duties as required.
 

Requirements

  • Bachelor’s degree in Business Management, Accounting, Finance, Economics, or a related field from an accredited academic institution with four years of relevant professional experience; or;
  • High school diploma with six years of relevant professional experience.
     

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • Experience in relevant areas of financial administration including accounting and budgeting;
  • Experience in using an Enterprise Resource Planning system;
  • Experience in supporting accounts closure, donor reporting and analyzing complex accounting transactions;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. 
     
  • Ability to collaborate professionally with internal and external partners, including donors, other UN entities, government counterparts, and suppliers;
  • Demonstrated ability to act independently and exercise sound judgment;
  • Ability to work under pressure; 
  • Demonstrated ability to prepare clear and concise report; 
  • Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage; and,
  • Knowledge of WAVE Oracle highly desirable

For this position, English and Bahasa Indonesia is required (oral and written).
