Under the direct supervision of the Senior Resources Management Assistant (Manila Emergency Support unit) and overall supervision of the National Resources Management Officer, the successful candidate will be accountable and responsible for providing overall resources management support to IOM L3 and other emergency responses, and Department of Operations and Emergencies (DOE) in HQs, in support of and close coordination with Chief Manila Financial Services and the Department of Financial and Administrative Management — Emergency Support Unit (DFM-ESU).
RECRUITMENT / CONTRACT MANAGEMENT
- Assist in recruitment processes for DHRR in coordination with the ESU Human Resources Officer (HRO).
- Issue consultancy contracts, STA notifications, and support on Internship recruitment for DHRR.
- Assist in contract renewals for international staff, consultants, and interns in DHRR, in the absence of HRO.
HR REPORTING / DATA MAINTENANCE
- Assist HRO in the preparation of HR and administrative reports that may be required.
- Update and keep track of the recruitment tracking matrix for DHRR.
- Ensure regular updates of DHRR staff list and share the report for monthly projectization and contract management.
- Maintain, update and reconcile monthly projectization for DHRR staff against posted transactions in WAVE.
- Preparation of Crisis Management Support report to ensure that budget lines are captured, utilized based on ideal consumption, and monitored.
PROCURE-TO-PAY RELATED TRANSACTIONS
- Review relevant Purchase Requests (PR) in terms of compliance with procurement rules and regulations, budget availability, and complete approvals.
- Review documents for vendor registration and their completeness in compliance with procurement rules and regulations.
- Assist in the creation of Purchase Orders (PO) for Type B consultants.
- Support DHRR Admin Staff or DHRR Supervisors in handling invoice payment processing
PROJECT FINANCIAL MONITORING AND REPORTING
- Assist on the review of project structures, activation of projects on Project Information and Management Application (PRIMA).
- Assist in financial monitoring and analysis of DHRR projects.
- Support with preparation and review of donor financial reports in accordance with IOM regulations and established procedures.
OTHERS
- Prepare regular and ad hoc reports for DFAM-ESU.
- Perform such other duties as may be assigned
- University degree in Accounting, Business Administration, Finance or a related field from an accredited academic institution, with three (3) years of relevant professional experience; or
- Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
- Preferably a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) or its equivalent.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Experience preferably in project monitoring and tracking, administrative and finance functions.
- Experience in audit an advantage
