This Vacancy Notice is part of IOM’s competitive mobility exercise, open for applications from internal and internal-equivalent candidates only. 

Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization's work. The organized movement of persons in need of international migration assistance is a primary mandate to the Organization and a cornerstone of IOM's operations. This mandate has resulted in the international transport of more that 15 million migrants and refugees worldwide.
Movement Operations departments in various IOM Country Offices (COs), coordinated under the unit of Resettlement and Movement Management (RMM) in the Department of Mobility Pathways and Inclusion at IOM's Geneva Headquarters (HQ), are responsible for all aspects of travel for migrants and refugees under IOM's auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.

Under the overall supervision of the Head of RMM and the direct supervision of the Senior Programme Coordinator (RMM), the Programme Officer (RMM) will assist in the implementation of the RMM projects, primarily through administrative support, reporting, monitoring and evaluation, and communications.

  1. Provide support to the RMM projects, assist in carrying out immediate to long-term objectives as defined in the programme documents, including support for country assessments, and implementation of activities to develop or strengthen refugee resettlement programmes.
  2. Support project review and endorsement for Country Offices outside of the European Economic Area (EEA) for new and ongoing projects that have resettlement and/or movement components, including the development of project proposals, appeals, and response plans.
  3. Supervise and provide guidance to staff on the delivery of RMM strategy, institutional policies, project development and implementation.
  4. Liaise internally with the IOM divisions and units for organizing meetings, drafting meeting summaries, collecting information, preparing talking points, and compiling inputs.
  5. Assist with the implementation and monitoring of the RMM Strategy.
  6. Facilitate RMM contributions to the mainstreaming of institutional policies, including Institutional Questionnaire, Workplans, Strategic Results Framework, and Global Crisis Response Platform across RMM operations, including the developing and rolling out of guidance and tools.
  7. Provide administrative and logistical support to RMM communications and public information activities, by contributing to the development of slide presentations, press notes, talking points, situation reports, and newsletters.
  8. Develop infographics representing programme achievements on resettlement and other components for inclusion in the RMM Portal and other fora.
  9. Assist in preparing for and participating in external events with other UN agencies, states, intergovernmental bodies and the private sector.
  10. Perform such other duties as may be assigned.
  • Master’s degree  in Business Administration, Communications, Political or Social Science, 
    International Relations, Law or a related field from an accredited academic institution with two 
    years of relevant professional experience; or
  • Bachelor’s in the above fields with four years of relevant professional experience.
  • Experience in project development and/or working for an organization which provides 
    humanitarian assistance;
  • Experience in research, writing, outreach, data collection and analysis as well as communications;
  • Experience of working in a multi-cultural setting.
     
  • Computer literate, well-versed in Microsoft Office Suite and design software;
  • Familiarity with IOM’s role in resettlement and movement operations.
     

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include
written and/or oral assessments.
