IREX seeks Senior Finance and Operations Officer to support donor funded programs.
The Senior Finance and Operations Officer will provide direct support to the Finance and Operations Director in the management and oversight of finance, procurement, subawards, administration, human resources, compliance, and operational functions. The position serves as a key member of the Operations Team and is expected to maintain continuity of operations by providing support, backstopping operational units during periods of high workload, staff absence, vacancies, or organizational transitions.

Responsibilities
~1 min read- Support financial planning, forecasting, budgeting, and expenditure monitoring.
- Review payment requests, procurement documentation, advances, reconciliations, and supporting documents for accuracy and compliance.
- Assist with payroll reviews, staff benefits administration, and personnel cost allocations.
- Monitor budget utilization and support monthly financial reviews.
- Support audit preparation and implementation of audit recommendations.
- Ensure compliance with donor regulations, organizational policies, local laws, and internal procedures.
- Support procurement planning and tracking of procurement activities.
- Review procurement files to ensure completeness and compliance.
- Assist in drafting scopes of work, solicitations, evaluations, contracts, and purchase orders.
- Monitor procurement timelines and coordinate with relevant departments.
- Support vendor management and maintain procurement records.
- Participate in procurement committees as assigned.
- Support the administration and monitoring of subawards and partner agreements.
- Review partner documentation, financial reports, invoices, and supporting documents.
- Track subaward deliverables, reporting deadlines, and compliance requirements.
- Support partner monitoring visits and capacity-strengthening initiatives.
- Coordinate with technical and finance teams to ensure appropriate oversight of partners.
- Support recruitment, onboarding, orientation, staff transitions, and personnel documentation.
- Assist in tracking leave balances, contract amendments, and HR compliance requirements.
- Review personnel files and support maintenance of HR records.
- Support office administration, facilities management, insurance administration, and service agreements. Assist in maintaining a safe, compliant, and efficient work environment.
- Ensure all national staff contracts are in place for all types of staff including consultants according to local labor law
- Ensure accuracy of employee’s timekeeping and timely execution of monthly payroll together will all relevant departments.
- Assist in managing human resources tasks including management of personnel files, leave tracking, and tracking of IDs and permits.
- Manage the offboarding process of all national staff
- Track consultants and STTA’S LOE’s by creating and updating trackers.
A key function of this position is to provide operational surge support and cover critical operational gaps when needed.
The Senior Finance and Operations Officer will:
- Provide temporary coverage for Finance, Procurement, HR, Administration, and Subawards functions during staff absences, vacancies, peak workload periods, or emergency situations.
- Monitor operational workflows and identify bottlenecks that may affect project implementation.
- Coordinate across departments to ensure uninterrupted operations.
- Support implementation of special projects, organizational transitions, start-up activities, close-out activities, audits, reviews, and donor visits.
- Serve as a flexible resource capable of assuming operational responsibilities as assigned by the Finance and Operations Director.

Requirements
~1 min read- Demonstrated experience in finance, procurement, subawards, HR, and administration.
- Strong knowledge of compliance requirements, internal controls, and operational systems.
- Excellent analytical, organizational, and communication skills.
- Ability to manage multiple priorities and work independently in a fast-paced environment.
- Strong proficiency in Microsoft Office applications, particularly Excel.
- Bachelor's degree in a relevant field.
- A minimum of 7 years of relevant experience.
- Experience with donor-funded projects, preferably U.S. Government-funded programs.
