Business Need / Purpose of Role:

 

The Offshore Project Manager oversees the successful execution of offshore projects from initiation to completion. This role involves managing multidisciplinary teams, ensuring compliance with safety and environmental regulations, coordinating logistics, and maintaining communication with stakeholders to deliver projects on time and within budget.

 

Key Responsibilities:

  • Project Planning & Execution:
    • Develop detailed project plans, schedules, and resource allocation.
    • Monitor project progress and adjust plans as needed.
    • Ensure adherence to project scope, budget, and timeline.
  • Team Leadership:
    • Lead and coordinate offshore teams, including engineers, technicians, and contractors.
    • Conduct regular team meetings and provide clear direction.
  • Health, Safety, and Environment (HSE):
    • Enforce strict compliance with HSE standards and procedures.
    • Conduct risk assessments and implement mitigation strategies.
  • Stakeholder Communication:
    • Serve as the primary point of contact for clients, vendors, and internal stakeholders.
    • Provide regular updates and reports on project status.
  • Logistics & Operations:
    • Coordinate offshore logistics including transportation, accommodation, and equipment.
    • Manage procurement and supply chain activities.
  • Quality Assurance:
    • Ensure all work meets quality standards and regulatory requirements.
    • Conduct inspections and audits as necessary.

 

Knowledge, Skills, and Abilities

  • Ability to work independently with limited supervision, multitask and possess strong initiative, exercise independent judgment within established systems and procedures.
  • Understanding of regulatory frameworks, health and safety certifications (e.g., NEBOSH, IOSH), and operational requirements for ROV, diving, hydrographic survey, or marine operations 
  • Possess organizational and time management skills with ability to prioritize, be detail oriented and results driven.
  • Attention to detail with a high level of accuracy.
  • Ability to identifying and mitigating risks specific to offshore environments, including weather, safety, and supply chain issues.
  • Ability to coordinate schedules across multiple time zones to meet deadlines without compromising safety or quality.
  • Flexibility to handle changing requirements, unexpected delays, and evolving technologies.
  • Analytical skills to assess complex offshore challenges and implement effective solutions.
  • Strong verbal and written skills to convey goals, progress, and risks to stakeholders, clients, and offshore crews; proactive communication to build trust.
  • Must possess advanced proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Outlook.

 

Education, Qualifications, Certifications, and Licenses

Education/Experience:

  • Bachelor’s degree in Engineering, Project Management, or related field.
  • PMP or PRINCE2 certification, preferred.
  • Minimum 5 years of experience in offshore project management.
  • Strong knowledge of offshore operations, marine logistics, and HSE regulations.
  • Willingness to travel and work offshore for extended periods.
  • Experienced with Offshore Construction for Drilling Rigs, FPSO’s etc.
  • Prior experience in marine agency field desired, but not required.
