The CRA Officer is responsible for the day-to-day administration and coordination of the Bank's Community Reinvestment Act (CRA) Program and supports the Chief Compliance Officer in maintaining effective oversight of CRA governance, regulatory compliance, examination readiness, performance monitoring, reporting, and risk management activities.
The role is responsible for supporting the development, implementation, and ongoing enhancement of the Bank's CRA framework, ensuring compliance with applicable regulatory requirements and supervisory expectations. The position provides regulatory analysis, monitoring, reporting, and governance support to ensure the Bank maintains a well-documented, regulator-ready CRA Program and continues to meet its community development objectives.
Responsibilities
~1 min read- Serve as the day-to-day administrator of the Bank's CRA Program and support the CCO in maintaining effective oversight of CRA policies, procedures, governance, and examination readiness.
- Monitor and assess CRA performance against established goals and regulatory expectations across community development loans, investments, services, volunteer activities, and charitable contributions.
- Coordinate the identification, evaluation, documentation, and tracking of CRA-qualified activities.
- Conduct CRA eligibility and qualification analysis for community development loans, investments, services, grants, and other CRA-related activities.
- Maintain CRA records, documentation, data integrity, performance metrics, and management reporting.
- Coordinate CRA regulatory reviews, examinations, and supervisory requests.
- Prepare CRA reports and updates for Senior Management, management committees, and the Board.
- Support the development and execution of the Bank's CRA strategy and annual CRA planning initiatives.
- Monitor regulatory developments, supervisory guidance, and industry trends related to CRA and recommend appropriate program enhancements.
- Assist in developing and delivering CRA-related training and awareness initiatives.
- Perform CRA risk assessments and support the maintenance of CRA monitoring, governance, and control frameworks.
- Prepare management reports, dashboards, key risk indicators, performance metrics, and governance updates.
- Maintain examination-ready documentation, evidence repositories, issue tracking logs, and remediation plans.
- Escalate significant compliance risks, regulatory concerns, control deficiencies, and emerging issues to the CCO.
- Partner with Internal Audit, Risk Management, Legal, and business units to strengthen CRA governance, controls, and oversight processes.
- Analyze regulatory developments, supervisory priorities, and examination trends impacting the Bank's CRA Program.
- Support the preparation of regulatory responses, corrective action plans, and examination remediation efforts, as needed.
Requirements
~1 min read- Bachelor's degree in Business, Finance, Economics, Accounting, Law, Risk Management, or a related field.
- Master's degree preferred.
- Minimum of 3-5 years of experience in CRA compliance, regulatory compliance, banking supervision, compliance risk management, or related functions within a regulated financial institution.
- Strong knowledge of the Community Reinvestment Act, Regulation BB, Interagency CRA guidance, and applicable supervisory expectations.
- Experience managing or supporting CRA examinations, audits, monitoring programs, and regulatory reporting.
- Demonstrated ability to interpret regulatory requirements and translate them into practical policies, controls, governance processes, and business practices.
- Experience preparing senior management, committee, and Board-level reporting.
- Experience supporting CRA performance monitoring, community development initiatives, and strategic CRA planning.
- Experience in a community bank, regional bank, de novo bank, or similar financial institution preferred.
