The TES Requirements Analyst provides requirements-development and analytical support for the Tactical Engagement Simulation portion of the Synthetic Training Environment Live Training System. The position focuses on engagement simulation capabilities needed to provide realistic, interoperable, and supportable Live Training effects across home station, local and deployed training areas, institutions, and maneuver Combat Training Centers.

Primary Duties and Responsibilities

  • Serve as the requirements analyst supporting the Government Subject Matter Expert, Live Training Specialists, engineers, and architects in the development, staffing, and finalization of ACIDS documentation.

  • Develop and staff ACIDS requirements products, including Initial Capabilities Documents (ICD), Abbreviated Capability Development Documents (A-CDD), Capability Development Documents (CDD), Capability Production Documents (CPD), System Training Plans (STRAP), and other requirements documents directed by the Requirements Authority (RA).

  • Develop Concepts of Employment (CONEMPs) and supporting use cases for emerging, new, and existing Live Training Systems; incorporate operational threads, tasks, conditions, standards, and Live/Virtual/Constructive considerations.

  • Capture, document, and maintain requirements-analysis data in the Government online Knowledge Development Plan (KDP) application within required suspense timelines.

  • Conduct or support capability gap analyses, capabilities-based assessments, analyses of alternatives, cost-benefit analyses, DOTMLPF-P assessments, and other RA-directed Live Training requirements analyses.

  • Review STRAPs for impact to Live Training requirements and provide results to the assigned Government SME.

  • Coordinate requirements validation and approval across T2COM, Army Commands, services, Joint Force Headquarters, and other agencies; adjudicate staffing comments within established gatekeeper timelines.

  • Develop and integrate requirements metrics including KPPs, KPAs, KSAs, APAs, Measures of Effectiveness, Measures of Suitability, and Measures of Performance.

  • Maintain requirements traceability, supporting documentation, version control, and Government-directed records; post required products to designated collaboration environments.

  • When directed, use established HSE Lighthouse capabilities to support traceability, evidence organization, cross-domain analysis, document workflow, dashboards, matrices, and controlled exports; Government repositories remain authoritative.

  • Apply the common ACIDS analytical framework specifically to TES equities, including engagement fidelity, training realism, player/unit interactions, system interfaces, interoperability, suitability, lifecycle considerations, and other TES-related requirements impacts.

Required Skills and Knowledge

  • Expert knowledge and experience in development of Army Capabilities Integration and Development System (ACIDS) documentation and the ability to translate operational/training needs into staffable requirements products.

  • Ability to develop, staff, and finalize requirements staffing packages in accordance with Army regulatory guidance and the ACIDS process.

  • Working knowledge of the Force Management System Web (FMSWeb) sufficient to support requirements analysis.

  • Ability to perform requirements analysis using capability gaps, tasks, conditions, standards, operational attributes, architecture information, experiment/assessment results, stakeholder inputs, and DOTMLPF-P considerations.

  • Ability to develop clear analytical products and requirement metrics with traceable rationale, thresholds/objectives, source evidence, and verification considerations.

  • Strong written and oral communication, technical writing, stakeholder coordination, comment adjudication, and briefing skills in a Government requirements environment.

  • Ability to work to short, fixed suspenses and produce quality-controlled, decision-ready products.

  • Ability to analyze Tactical Engagement Simulation requirements in the context of Live Training and identify impacts to engagement fidelity, training realism, system interaction, interoperability, training tasks/conditions/standards, and integration dependencies.

Required Training / Professional Development

  • Knowledge equivalent to completion of the following Defense Acquisition University (DAU) Warfighter Acquisition University (WAU) courses: RQM 1010 - Introduction to the Joint Capabilities Integration & Development System; RQM 1101 - Core Concepts for Requirements Management; RQM 1510 - Analysis of Alternatives; RQM 2500 - Capabilities-Based Assessment; and RQM 2520 - Developing Performance Attributes.

Required Experience

  • Demonstrated experience developing ACIDS/requirements documentation and supporting requirements staffing, analysis, coordination, and adjudication activities.

  • Experience working with Army or DoD capability-development stakeholders, including requirements authorities, subject matter experts, materiel developers, architects, test/assessment organizations, and other functional stakeholders.

  • Experience applying analytical methods to requirements development, including gap analysis, alternatives analysis, cost-benefit analysis, DOTMLPF-P assessment, and development of performance attributes/measures.

  • Experience supporting formal staffing and approval processes and maintaining defensible requirements traceability and source documentation.

  • Experience with tactical engagement simulation, Live Training systems, training aids/devices/simulators/simulations (TADSS), or comparable Army/DoD force-on-force training environments is highly relevant to successful performance.
