As a Domain Delivery Lead, you will act as a project manager and domain lead, guiding by influence, clarity of vision, and trust rather than control. Your responsibilities will include:

  • →Uniting multiple agile teams (squads) around a shared vision and common goals, ensuring alignment between business priorities and team objectives;
  • →Creating conditions for autonomy: establishing a clear framework, allowing decisions to be made close to the teams, and supporting their maturity growth (servant leadership);
  • →Developing overall planning with teams, coordinating dependencies, and transparently prioritizing tasks;
  • →Facilitating domain rituals (inter-team synchronizations, reviews, retrospectives) and promoting the sharing of best practices and learnings;
  • →Identifying and removing obstacles that hinder teams, facilitating collaboration with other teams, business, and IT;
  • →Coaching and developing individuals, providing and receiving feedback, and maintaining a culture of trust, transparency, and continuous improvement;
  • →Managing project change requests in consultation with stakeholders;
  • →Regularly reporting project progress to relevant parties, with transparency about risks and challenges;
  • →Correctly and timely escalating significant changes or issues that exceed acceptable tolerance thresholds;
  • →Ensuring follow-up with suppliers by involving them as true partners;
  • →Budget management.

  • Ability to translate complex IT concepts into simple and accessible business language;
  • Strategic alignment and translation: ability to adopt the political vision and business needs and transform them into an operational roadmap and clear priorities for delivery;
  • Servant leadership: ability to guide, inspire, and empower teams (squads) while removing administrative or organizational obstacles;
  • Stakeholder management: skill in navigating a complex public ecosystem (government offices, general management, external partners) and reconciling sometimes divergent interests.

  • Strong experience in a bridging role (e.g., senior Product Owner, Business Relationship Manager, or program director) where non-technical communication was a key success factor;
  • Experience in managing multidisciplinary teams, leading large teams distributed across multiple autonomous teams or squads;
  • Experience in resource allocation and budget management within public budgetary limits.

  • At least 10 years of experience in a similar role, with proven experience in coordinating and leading multiple teams;
  • Mastery of agile and iterative work methods applied to IT projects, as well as their implementation in complex environments;
  • Solid knowledge of project management methodologies and governance and delivery practices;
  • Significant experience in leading large-scale IT projects involving multiple stakeholders and cross-dependencies;
  • Proven experience in business process reengineering;
  • Understanding of change management principles and challenges, particularly in the context of organizational and digital transformations;
  • Knowledge of application management and understanding of lifecycle, maintenance, and evolution challenges.

  • Ability to structure, plan, and prioritize activities based on strategic objectives, business needs, and delivery capabilities;
  • Excellent analytical, synthesis, and problem-solving skills, with the ability to identify risks, dependencies, and improvement levers;
  • Ability to coordinate multiple teams and foster effective collaboration between IT teams, business stakeholders, and other involved parties.

  • Ability to influence and mobilize without resorting to hierarchical authority;
  • Excellent communication and active listening skills, adapting your message to each interlocutor (teams, business, management, suppliers);
  • Empathy and emotional intelligence, creating a climate of psychological safety where everyone feels free to express themselves;
  • Diplomatic handling of tensions and conflicts, negotiating acceptable solutions for all;
  • Facilitator and coach: helping teams and individuals progress;
  • Calm, resilient, and solution-oriented under pressure, open to adaptation and continuous learning;
  • Acting with integrity and transparency, setting a good example.
