Keystone Solutions is seeking a Project Manager for a consultancy mission at a client site focused on the realization of a sports site. This role involves comprehensive guidance throughout the project lifecycle, ensuring alignment with operational needs and practical preparations for the site's commissioning.
Responsibilities
~2 min read- →Oversee the Masterplan Demerstrand from start to finish, maintaining a holistic view of all sub-projects.
- →Ensure strategic coherence, interdependencies, and phasing between sub-projects.
- →Translate the master plan into a workable project structure with clear objectives, milestones, and a retro planning.
- →Coordinate all project phases: needs analysis and concept, design, tendering, execution, and delivery.
- →Adjust as necessary while safeguarding scope, quality, and continuity for users.
- →Develop and monitor project plans, timelines, budgets (Total Cost of Ownership), and risk analyses.
- →Ensure coherence between investment, operation, and revenue models.
- →Proactively identify risks, bottlenecks, and deviations, proposing solutions to maintain the established timeline.
- →Assist in procedures: needs analysis, building permits, subsidy files, and public contracts.
- →Ensure correct application of regulations (public contracts, safety, environment, etc.).
- →Prepare files, notes, and decision documents for the steering group, CBS, and, where necessary, the municipal council.
- →Investigate and weigh suitable realization and financing forms (PPP, DBFM, DB, etc.) based on requirements.
- →Act as a connecting link between CBS, MAT, steering group, working group, and external partner Rasschaert.
- →Coordinate with internal services to realize integrated and supported sub-projects.
- →Organize and lead meetings, ensuring agreements are followed up and the right expertise is engaged at the right time.
- →Negotiate with other governments, sector organizations, and stakeholders, especially regarding environmental permits and subsidy files.
- →Ensure ongoing attention to communication and participation throughout all sub-projects.
- →Build and maintain trust with sports clubs, schools, and other users, focusing on continuity during construction.
- →Communicate with citizens and stakeholders about the impact of the works, in collaboration with the communication service and the administration.
- →Report clearly and periodically on progress, bottlenecks, and risks to the steering group and administration.
- →Ensure quality, safety, sustainability, and cost-efficiency of the project.
- →Stay updated on new opportunities within the field and think critically about continuous improvement.

- Experience with project and budget management and digital skills (planning and reporting tools).
- Familiar with the workings of a local government and the policy and management cycle (BBC).
- Familiar with the various steps of project-based work.
- Strongly developed learning ability; stay updated with current developments in the field through training and self-development.
Interviews will take place on specific dates. The assignment will be executed on a part-time basis, 2-3 days a week, and may be extended depending on the project's duration.
