As the Product Owner for the DMV Modernization Project, you will drive the strategic alignment and technical execution of our modern solutions. You will lead cross-functional teams in transforming legacy environments into secure, high-performing, cloud-integrated architectures—ensuring our client's vision and operational requirements are seamlessly realized.

Operating within our Dallas Innovation Lab, you will work closely with clients, enterprise architects, and engineering teams across both pre- and post-deal engagement phases. You will bridge business goals with technical execution, translating complex requirements into actionable product roadmaps for the MAX implementation.

• Translate complex business and operational requirements into clear technical backlogs and product roadmaps for the MAX solution.
• Prioritize technical features, user stories, and system capabilities to maximize value and operational efficiency.
• Collaborate with client stakeholders and technical leadership to align end-to-end solution design with long-term strategic goals.

• Define end-to-end application architecture to ensure system scalability, high availability, and robust security across distributed systems.
• Guide technical teams through cloud integration, API design, and microservices implementation on Microsoft Azure.
• Modernize legacy systems by introducing resilient identity management frameworks and enterprise security standards.

• Guide and mentor multi-disciplinary engineering teams to maintain technical excellence and delivery momentum.
• Facilitate clear technical communication between development teams, executive leadership, and public sector stakeholders.
• Foster an environment of continuous improvement, helping teams adopt agile practices and modern delivery standards.

• Professional experience in enterprise application architecture, distributed systems design, and application modernization.
• Experience acting as a Product Owner or Technical Product Manager leading solution delivery in cloud environments.
• Practical working knowledge of Microsoft Azure, system integration, APIs, and microservices architecture.
• Experience with security architecture, identity management, and enterprise compliance standards.
• Strong leadership and technical communication skills with a proven track record of aligning client requirements with engineering execution.
• Knowledge of or direct experience with the ADOT MVD MAX Solution or similar state motor vehicle systems.
• Based in the United States with proximity or alignment to the Dallas Innovation Lab.
• Azure Fundamentals or introductory cloud architecture certifications.
• Bachelor’s degree in Computer Science, Information Technology, Engineering, or equivalent practical experience.

• Direct implementation experience with ADOT MVD MAX solutions in a public sector context.
• Hands-on experience working within an innovation lab, client co-creation center, or rapid prototyping facility.
• Advanced experience with agile delivery methodologies and product backlog optimization tools.
• SAFe Product Owner/Product Manager (POPM), Certified Scrum Product Owner (CSPO), or Azure Solutions Architect Expert certifications.
• Master’s degree in Computer Science, Information Systems, or a related technical field.
