We are looking to hire an Environmental Lead, Highway Maintenance Operations and Infrastructure based in Grimshaw, Alberta.

 

The Environmental Lead, Highway Maintenance Operations & Infrastructure will provide Environmental Program support, oversee the operations’ environmental performance, and ensure compliance with contractual and provincial environmental policies and regulations. The Environmental Lead will work in conjunction with the Health and Safety and QA/QC Team Leads and will be required to travel to inspect and audit various LaPrairie Works Inc. facilities and/or work sites within the assigned CMA and in relation to the duties and responsibilities of this position.

 

Responsibilities

  • Provide professional expertise and guidance in all areas of environmental management, including direction in environmental program administration, statistical reporting, hazard assessment and controls, incident investigation, and related follow-
  • Provide environmental support, advice, and direction to line managers and field supervisors.
  • Work with field operations supervisors and managers to ensure employee compliance with environmental
  • Promote an organizational culture where incidents, hazards and opportunities for improvement are reported, discussed, and addressed quickly and efficiently.
  • Carry out risk assessments, prepare Environmental Management and ECO Plans, and provide recommendations to minimize project risks.
  • Plan, execute, and prepare Phase II Environmental Site Assessments; develop sampling programs; conduct soil and groundwater investigations; and assess chloride and salinity impacts on soil and groundwater.
  • Maintain and update safe operating procedures (SOPs) to address relevant environmental hazards and controls.
  • Support compliance with applicable provincial and federal environmental
  • Mentor employees and provide guidance at all levels on environmental matters and evolving requirements.
  • Conduct regularly scheduled site and facility inspections and meetings, and prepare reports and minutes to track environmental deliverables and related follow-up activities.
  • Assist the operational team with implementation of environmentally friendly strategies and help develop and support internal processes.
  • Develop and deliver in-house training for managers and employees on general environmental issues, related risks, emergency response protocols, and environmental best practices.
  • Advise on specialist areas, including hazardous or controlled substances, noise, containment, and clean-up strategies.
  • Actively participate in the promotion and compliance within LWI’s ISO 9001:2015 Quality Assurance System.
  • Other duties as may be assigned.

 

Qualifications and Requirements

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Environmental Science, or a related discipline.
  • Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) designation with APEGA, or eligibility for registration with APEGA, would be an asset.
  • 3–5 years of experience in environmental management, environmental engineering or a related field, preferably within highway maintenance, road construction, civil construction or other heavy industrial operations.
  • 3 - 5 years of experience in planning, executing, and preparing Phase II Environmental Site Assessments.
  • Working knowledge of Alberta environmental legislation, regulations, standards and regulatory requirements applicable to highway maintenance and construction activities.
  • Experience with environmental permitting, regulatory submissions, inspections, compliance monitoring and reporting.
  • Experience developing and implementing environmental management plans and procedures.
  • Experience developing sampling programs, planning and conducting soil and groundwater sampling programs, including sample collection, chain of custody, laboratory coordination, interpretation of analytical results and preparation of technical reports.
  • Experience in assessing chloride / salinity impacts to soil and groundwater.
  • Experience with surface water and/or soil sampling and analysis would be an asset.
  • Ability to review and interpret environmental laboratory analytical results, identify trends, risks, and exceedances, and prepare recommendations for investigation, remediation or ongoing monitoring.
  • Experience preparing clear and technically sound environmental reports, recommendations and regulatory submissions.
  • Knowledge of erosion and sediment control, drainage and water management, spill prevention and response, waste management, vegetation management and reclamation.
  • Experience conducting environmental inspections and audits and following up on deficiencies and corrective actions.
  • Ability to work collaboratively with highway maintenance crews, supervisors, project managers, contractors and regulatory authorities to address environmental issues and implement practical solutions.
  • Strong understanding of environmental requirements related to watercourses, wetlands, groundwater, wildlife, vegetation, soils and contaminated sites would be an asset.
  • Strong analytical, organizational and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability and willingness to conduct field work and travel to highway maintenance sites throughout Alberta.
  • Valid Class 5 driver’s licence and satisfactory driver’s abstract.
