We are looking for a hands-on Regulatory Compliance Officer to help run the compliance framework of Lightspark's Estonian regulated entity. The role will be responsible for keeping us on top of our regulatory obligations as the business grows, turning requirements into working processes, checks, documents and registers that stand up to supervisory review. You will work closely with the head of the compliance function, management, and teams across the business, giving practical compliance support that helps the company move forward without taking unnecessary risks. As Regulatory Compliance Officer, you will run the day-to-day side of our compliance processes. Your work will cover compliance monitoring and testing, outsourcing oversight, suitability (fit and proper) assessments, conflicts of interest and market-abuse controls, complaints support, internal and supervisory reporting and the maintenance of our policies. You will also follow regulatory developments, prepare compliance input for new products, and support our communication with the regulator. This is a second-line role where regulatory knowledge and consistent application of it matter equally.
Responsibilities

Maintain our internal policies and procedures, both within the review cycle and when products, processes or regulation change, including gathering input, preparing redlines, keeping version control and preparing approval packs.

Prepare internal compliance reporting and keep the compliance issue log current.

Support the preparation and review of supervisory reports to the regulator, including consistency checks and submission deadlines, and support responses to regulator inquiries.

Run the compliance monitoring program, including testing whether teams follow internal procedures, following up on findings and tracking corrective actions to closure.

Prepare compliance assessments for new products and material changes.

Run day-to-day outsourcing oversight, including pre-outsourcing analyses, risk assessments, regulator notifications, the outsourcing register and the review cycles.

Administer the fit and proper assessment cycle for managing body members and key function holders.

Operate the conflicts of interest and market-abuse controls, including disclosures, declarations, first-level reviews, and approval requests.

Support complaints handling, including reviews, registers, root-cause analyses and consistency with earlier decisions.

Organize compliance training for staff and maintain the training records.

Monitor EU and Estonian regulatory developments and prepare concise overviews for management.

Work with Legal, Risk, AML, Operations, Product and Finance to build compliance requirements into daily operations.
3+ years of experience in compliance, legal, internal audit or financial supervision, gained at a financial institution (e-money institution, payment institution, bank or crypto-asset service provider), a public authority or an advisory firm serving these sectors.
University degree in law, finance, business or a comparable field preferred.
Solid foundation in EU financial services regulation, including EMD, PSD2, MiCAR, and the related EBA and ESMA guidelines, together with the Estonian regulatory framework and supervisory practice.
Strong attention to detail and discipline in keeping registers, records and deadlines that must withstand supervisory review.
Precision in drafting, with the ability to produce clear, formal and plain-language documents and policy redlines.
Sound judgement on when to resolve a matter independently and when to escalate, and the independence to operate as a second-line function.
Strong organizational skills and the ability to manage recurring deadlines and ad hoc requests in a fast-paced, regulated environment.
Good communication skills, with the ability to explain compliance requirements in practical terms to non-compliance audiences.
Experience with fit and proper assessments, outsourcing oversight, supervisory reporting or compliance monitoring programs is a plus.
Fluency in Estonian and English, with a strong command of professional legal and regulatory vocabulary in both.
