Within this context, Housing is a critical service area undergoing significant transformation. The Directorate is addressing complex challenges including improving data quality, strengthening regulatory compliance, modernising systems, and delivering safe, responsive services at scale. These priorities require a more integrated, digital and data-led approach to service delivery.

The Business Systems Management & Information (BSMI) Team sits at the centre of this transformation. The service provides a strategic, joined-up approach to managing business systems and intelligence, enabling better use of data, stronger governance, and more effective decision-making across the organisation. Working closely with Housing services, BSMI supports system implementation, data quality improvement and reporting, ensuring that technology and information genuinely support frontline delivery.

About the Job

As Product Lead, you will play a key role in shaping and delivering the Housing systems and data agenda. You will lead the development of a product-led approach across core Housing services, ensuring systems are aligned to business needs and deliver measurable outcomes for residents.

You will be responsible for defining product vision, priorities and roadmaps across a complex application landscape, working closely with senior stakeholders across Housing, DDaT and suppliers. You will lead multidisciplinary delivery, ensuring that systems, data and processes are designed and implemented in a coherent and sustainable way.

This role will involve overseeing solution design and delivery across key programmes, including system implementation, integration, and data improvement initiatives. You will ensure that delivery is well governed, risks are managed effectively, and solutions meet regulatory and operational requirements.

You will also lead and develop a team of BSMI professionals, supporting them to deliver high-quality services and build capability across systems, data and digital skills.

About You

You will be an experienced leader with a strong track record in managing complex systems or digital products within a public sector or similarly regulated environment.

You will:

  • Have experience leading product or system delivery across multiple stakeholders and service areas
  • Be confident translating business needs into system, data and process solutions
  • Understand the importance of data quality, governance and regulatory compliance in service delivery
  • Have experience working with suppliers and managing delivery through structured governance
  • Be able to build strong relationships and influence at senior levels

     

You will also bring strong leadership skills, with the ability to develop teams, drive delivery and create a culture of continuous improvement. Most importantly, you will be motivated by improving resident outcomes and making a tangible impact through better use of systems and data.
