About the Role

We’re seeking Risk Managers to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. You’ll run risk management on your assigned program, keep the risk register honest, quantify the cost and schedule exposure actually being carried, and set contingency positions that hold up in front of funding agencies, oversight bodies, and a board. Most of the people who do this work well came up through scheduling, estimating, or construction management, so depth in one of those matters more here than a general risk background.

Requirements

  • Bachelor’s degree in civil engineering, construction management, construction engineering, or engineering management, or related field, or equivalent combination of education and experience.
  • 10+ years of risk management experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience facilitating risk workshops and building and maintaining a program risk register across the project lifecycle.
  • Experience running quantitative cost and schedule risk analysis and converting the results into contingency and mitigation recommendations.
  • Working knowledge of CPM scheduling and cost forecasting practice, enough to test whether a program’s schedule and cost position reflects the exposure in the risk register.
  • Experience with industry standard risk analysis and scheduling software (e.g., Primavera Risk Analysis, Deltek Acumen Fuse, @Risk, Primavera P6, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).
  • Master’s degree in civil engineering, construction management, construction engineering, or engineering management.
  • Active professional certifications such as PMI-RMP or PMP (PMI), and/or DRMP or CCP (AACE).
  • Experience leading the owner’s risk management function on a program exceeding $1B in construction value.
  • Experience setting and defending contingency levels in front of executive boards, funding agencies, and independent oversight or audit bodies.
  • Experience evaluating contractor delay claims and time impact analyses, including concurrent delay, and supporting the owner’s negotiation position.
  • Experience managing risk on bridge and structures packages, on water and wastewater facilities, or across third-party interfaces with railroads, utility owners, and airport or transit operations groups.
  • Experience standing up a risk management process on a program that did not have one, and coaching project teams into using it.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

What We Offer

Expected Salary: $125k-$200k/year ($60-$96/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
