Main Purpose of Job
The main\r\npurpose of this position is to evaluate and ensure that complete and thorough\r\ninvestigations have been completed, by initial reviewers or background\r\ninvestigators, on applicants submitting a Maryland State Police Application and\r\nAffidavit to Purchase a Regulated Firearm (Form 77R), an application for a\r\nHandgun Qualification License (HQL) and/or an application to Wear and Carry a\r\nFirearm (Handgun Permit) to the Maryland State Police Licensing Division,\r\nwithin the statutorily mandated time periods. This is achieved by comparing\r\ncriminal histories, discovered during the initial investigation, to all State\r\nand federal statutes and regulations in order to determine eligibility for\r\nfirearm purchase licensure, regulated firearm purchase, and/or to wear and\r\ncarry a regulated firearm.\r\n
POSITION DUTIES
Conduct secondary and full investigations of 77R, Handgun Permit\r\nand or Professional Licenses (Security Guard or Agency, Private Detective or\r\nAgency, Security Systems, Technician or Agency, Special Police Officer or\r\nRailroad Police Officer applications within the Licensing Portal, and/or HQL\r\napplications within the My License Office by querying, interpreting, comparing\r\nand applying criminal and other records obtained from, but not limited to, the\r\nfollowing State and Federal databases and systems, ensuring that the applicant\r\nis not prohibited to purchase a firearm by State or federal law and that the\r\nfirearms) has not been reported as stolen or missing:\r\nCriminal Justice Information System (CJIS);\r\nMaryland Telecommunications Enforcement Resource System (METERS);\r\nNational Instant Criminal Background Check System (NICS);\r\nThe International Justice and Public Safety Network (Nlets);\r\nNational Crime Information Center (NCIC);\r\nMaryland Automated Firearms Services System (MAFSS);\r\nMaryland Identification/Index System;\r\nMaryland Raps;\r\nMaryland Department of Health (MDH);\r\nMaryland Department of Juvenile Services (DJS);\r\nJudicial Information System (JIS);\r\nMaryland Parole and Probation;\r\nMaryland Motor Vehicle Administration (MVA);\r\nPortal to Judiciary Applications (J-portal: Secure Case Search, Warrants &\r\nOrders);\r\nMaryland Judiciary Case Search;\r\n\r\n\r\nMy License Office (Handgun Qualification License);\r\nLicensing Portal (Maryland Handgun Permit).\r\n\r\n\r\n�Must maintain a level of proficiency and accuracy, as\r\nestablished by current Licensing Division policies and procedures.\r\n\r\n\r\nComplete all associated forms, ledgers and notifications\r\nassociated with the processing and disposition assigned to a 77R, HQL and/or\r\nHandgun Permit, including, but not limited to:\r\nCriminal history notes and documentation within the Licensing Portal and/or My\r\nLicense Office;\r\n\r\nPlaced on Hold form and Hold Ledger;\r\nDisapproval Form and Disapproval Ledger;\r\nDisapproval notifications to Maryland State Police Firearms Enforcement;\r\nLicensing Division Command Brief;\r\nReports required for any appeal hearing or judicial proceeding.\r\n\r\n\r\nConduct NICS Rechecks and Licensing Rechecks within the Licensing\r\nPortal and Pawn Redemption/Return of Consignment NICS checks, per Licensing\r\nDivision, State and federal policies and procedures. Assist with annual Machine\r\nGun Registration, Regulated Firearm Dealer renewals, Qualified Handgun\r\nInstructor renewals, and/or LEOSA applications, as needed. Complete all\r\nassociated forms, ledgers and notifications associated with the processing of\r\nthese various applications or processes.\r\n\r\n\r\nAnswer phone calls, emails and other correspondence concerning\r\nfirearm services, regulatory issues, general firearm questions and other\r\nquestions related to the Maryland State Police Licensing Division.\r\n\r\n\r\nMust maintain currency for all required State and federal database\r\nand system accesses. Must maintain a high level of understanding of State and\r\nfederal firearm laws. policies and procedures.\r\n\r\n\r\nPerform other job-related duties, as tasked by Firearm Services\r\nSupervisors or by Licensing Division Command.\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession\r\nof a high school equivalency certificate.\r\nExperience: Four years of administrative staff or professional\r\nwork.\r\n\r\n\r\nNotes:\r\n1. Candidates may substitute 30 college credit hours from an\r\naccredited college or university for each year up to four years of the required\r\nexperience.\r\n�\r\n2. Candidates may substitute the possession of a Bachelor's degree\r\nfrom an accredited college or university for the required experience.\r\n�\r\n3. Candidates may substitute the possession of a Master's degree\r\nfrom an accredited college or university for the required experience.\r\n�\r\n\r\n\r\n4. Candidates may substitute U.S. Armed Forces military service\r\nexperience as a commissioned officer involving staff work related to the\r\nadministration of rules, regulations, policy, procedures and processes, or\r\noverseeing or coordinating unit operations or functioning as a staff assistant\r\nto a higher-ranking commissioned officer on a year-for- year basis for the\r\nrequired experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following\r\npreferred qualifications. It is important that you include clear and specific\r\ninformation on your application regarding your qualifications.\r\n�\r\nPreferred Qualifications:\r\n1. Four (4) years of experience\r\nworking as a full-time law enforcement officer (certified police officer).\r\n�\r\n2. Four (4) years of experience\r\nin law enforcement function as a police dispatcher, civilian background\r\ninvestigator.\r\n�\r\n3. Experience working at the\r\nFederal, State, County or local levels of Government.�\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this\r\nclassification may be assigned duties which require the operation of a motor\r\nvehicle. Employees assigned such duties will be required to possess a motor\r\nvehicle operator’s license valid in the State of Maryland.\r\n
SPECIAL REQUIREMENTS
In accordance with Section\r\n2-204(b)(6) of the Public Safety Article, Candidates for position in this\r\nclassification will be subject to an initial drug screening and a complete\r\ncriminal background investigation to include a polygraph examination before\r\npermanent appointment can be made. A criminal conviction may be grounds for\r\nrejection of the candidate.\r\n
SELECTION PROCESS
Only candidates who meet the\r\nminimum qualifications will be considered for this\r\nclassification.��Therefore, it is essential that you provide complete\r\nand accurate information on your application. Successful candidates will be\r\nplace on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR\r\nQUALIFIED and remain eligible for consideration for at least one year from the\r\ndate of examination. The list will be used by the hiring manager to select employees.\r\n
