Introduction
The\r\nMaryland Military Department is seeking a candidate for the position of Lead Child\r\nand Youth Program Coordinator. This position will be contractual and 100% federally funded. The longevity of this role will be determined based on\r\nfederal funding availability. \r\n\r\n\r\nThis\r\nrole follows a compressed work schedule, Tuesday through Friday, 6:30 a.m. to\r\n5:00 p.m. Occasional attendance may be required on the weekend for military\r\nevents.\r\n

Main Purpose of Job
This position serves as the primary subject matter expert, program administrator, and supervisor for the Maryland Army National Guard (MDARNG) Child and Youth Servies (CYS) Program. This position exercises administrative oversight over statewide CYS operations under the Cooperative Agreement ( CA) between the Maryland Military Department and the National Guard Bureau ( NGB), supervises subordinate contractual CYS staff, formulates the annual program budget and strategic operational places and ensures program statutory, regulatory, and policy compliance for all deployment and steady-state phases.\r\n
POSITION DUTIES
� Direct, plan, organize\r\nand review the work of the state contractual Child and Youth Program\r\nCoordinator.\r\n��Supervise the Child and\r\nYouth Program Coordinator.\r\n� Formulate, justify, and\r\nmanage the annual State CYS budget, marketing plan and yearly training plan.��\r\n� Serve as the\r\nauthoritative state SME on DoD, Army, and NGB regulatory requirements for youth\r\nservices, child abuse prevention and program directives.��\r\n� Direct inter-agency\r\ncoordination with various entities.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high\r\nschool equivalency certificate.\r\n\r\n\r\nExperience: Four (4) years of administrative staff or professional work\r\nexperience.�\r\n\r\n\r\nNotes:\r\n\r\n\r\n1. Candidates may substitute 30 credit hours from an\r\naccredited college or university for each year up to four (4) years of the\r\nrequired experience.�\r\n\r\n\r\n2. Candidates may substitute a Bachelor's degree from an\r\naccredited college or university for the required experience.�\r\n\r\n\r\n3. Candidates may substitute a Master's degree from an\r\naccredited college or university for the required experience.�\r\n\r\n\r\n4. Candidates may substitute U.S. Armed Forces military\r\nservice experience as a commissioned officer involving staff work related to\r\nadministration, rule/policy interpretation, or overseeing/coordinating unit\r\noperations on a year-for-year basis.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties\r\nwhich require the operation of a motor vehicle.� Employees assigned such\r\nduties will be required to possess a motor vehicle operator’s license valid in\r\nthe State of Maryland with less than 5 points to operate a state vehicle.\r\n\r\n\r\n2. Master Trainer Certification within 10 months of hire.�\r\n\r\n\r\n3. Active CPR/ First Aid certification.\r\n
SPECIAL REQUIREMENTS
Common Access Card (CAC) required. This\r\nposition will require the ability to pass a Federal background check in\r\naddition to a State background to access several readiness centers and military\r\nposts, and federal systems that require the use of the CAC. The ability to\r\nobtain and maintain access to the facility and CAC is a condition of employment\r\nfor this position.\r\n\r\n\r\nThis position will require the\r\nability to pass a State & Federal background check to access military\r\nfacilities within the state of Maryland.� Being able to access these\r\nfacilities is a condition of employment for this position.\r\n
