Main Purpose of Job
This position manages and coordinates procurement and administrative compliance\r\nactivities for the local health department. The position develops and maintains\r\ninternal procedures and controls; monitors procurement, contracts, grants, audits,\r\nrecords, policies, and regulatory requirements; and advises the Director of\r\nAdministration regarding compliance risks, deficiencies, and recommended\r\ncorrective actions. This position coordinates with program leadership, fiscal staff, the\r\nMaryland Department of Health, vendors, contractors, grantors, auditors, and other\r\ngovernmental entities to ensure required documentation, approvals, reporting, and\r\nfollow-up actions are completed accurately and on time.\r\nThis position supervises the Administrative Officer III and any other assigned\r\nprofessional or support staff by planning and assigning work, establishing priorities and\r\ndeadlines, reviewing and approving work products, evaluating performance, providing\r\nguidance and training, and recommending appropriate personnel actions. This position\r\noperates under the general supervision of the Director of Administration and does not\r\npossess final procurement, contract-award, grant, or fiscal approval authority.\r\n
MINIMUM QUALIFICATIONS
Education:� Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Five years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience. \r\n
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate should possess:\r\n\r\n\r\n Experience coordinating procurement and contract-compliance activities, including reviewing procurement requests, scopes of work, contract documents, renewals, and supporting documentation.\r\n Experience monitoring organizational compliance involving grants, audits, regulatory requirements, internal controls, and corrective-action plans.\r\n Experience supervising administrative or professional staff, including assigning and reviewing work, establishing priorities, providing training and guidance, and evaluating employee performance.\r\n\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
