Introduction
The Maryland Office of Correctional Ombudsman is an independent unit within the Maryland State Government established in July of 2024. The Office of the Correctional Ombudsman (OCO) provides independent oversight of the Department of Public Safety and Correctional Services and the Department of Juvenile Services. The primary purpose of the agency is to provide public reports and recommendations concerning the needs and rights of incarcerated individuals, adjudicated and detained youth, their families, and prison volunteers. Main Purpose of Job
Position duties include, but are not limited to:\r\n\r\n\r\n The Assistant Ombudsman will assume the responsibility of oversight within Department of Public Safety and Correctional Services and/or Department of Juvenile Services facilities.�\r\n Responsible for advising the Deputy Ombudsman or designee on all significant issues relating to oversight; initiates changes and improvements to ensure the most effective delivery.�\r\n Responsible for timely reporting on facility conditions in consultation with the Deputy Ombudsmen or designee.�\r\n Responsible for maintaining compliance with OCO policies and procedures to ensure the timely delivery of services on a daily and long-range basis.\r\n Maintain timely and effective communication.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.\r\nExperience: Six years of administrative staff or professional work.�\r\nNotes:\r\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.\r\n2. Candidates may substitute the possession of a Bachelor's degree�from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.�\r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university�for five years of�the required�experience.\r\n4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preference will\r\nbe given to applicants who possess the following preferred qualification(s).\r\nInclude clear and specific information on your application regarding your\r\nqualifications.�\r\n1. Extensive experience in medical\r\noversight, healthcare compliance, or clinical quality assurance, with\r\ndemonstrated ability in conducting comprehensive on-site medical case reviews\r\nand targeted audits to assess the adequacy of healthcare services, operations,\r\nand identify systemic medical concerns.�\r\n2. Juris Doctor (J.D.) degree or\r\nMaster's degree in a relevant field such as criminal justice, criminology,\r\npublic administration, public health, social work, mental health counseling,\r\nclinical psychology, or other relevant field.��\r\n3. Background in nursing, medicine,\r\npublic health, health administration, or healthcare. compliance (RN, MD/DO,\r\nMPH, CHC, CPHQ, or similar credentials).�\r\n\r\n\r\n4. Demonstrated history of advocacy or\r\nprofessional work supporting justice-impacted individuals, including lived\r\nexperience.�\r\n\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
