POSITION DUTIES

The Operations Captain is the primary contact in the daily,\r\noperations of the Department of Public Safety and Correctional Services K-9\r\nUnit. This position is responsible for managing the operations, equipment, deployment\r\nand duties of the unit.\r\n\r\n\r\nThis position\r\nsupervises the regional K-9 Supervisors and assigned handlers during daily\r\noperations, training, missions and special assignments. This position is on\r\ncall 24 hours daily for emergency response to disturbances, riots, escapes,\r\nrescues or other needs for all State Correctional Facilities.\r\nManagerial Responsibilities\r\n\r\n\r\nEffectively manage\r\nstaff deployment and overtime usage consistent with budget allocations\r\nstate-wide. Assists in planning and monitoring the K-9 budget and is\r\nresponsible for procurement, and bookkeeping of expenditures for supplies,\r\nequipment and services. Ensure proper use, maintenance and accountability of\r\nall K-9 equipment statewide. Manage K-9 Fleet including, procurement,\r\nmaintenance, turn-in, compliance, gas cards, phh cards etc. Develop staffing\r\nplans, monitors use of overtime state-wide. Review and sign handler PEPs\r\nensuring completeness and consistency state-wide. Act as K-9 Commander in his\r\nabsence. Coordinate with DOC Headquarters Human Resources on all personnel issues.\r\nCommunicate personnel issues to all K-9 staff. Ensures all personnel paperwork\r\nis in compliance with applicable laws, regulations, and policy/procedures.\r\nAssist K-9 staff with personnel's questions regarding, leave, PEP, FMLA, etc.\r\nEnsure Operations Lt. and Trainer are properly utilizing their assets to best\r\nsupport the Unit.\r\nAdministrative\r\n\r\n\r\nResponsible maintaining, proper use and accountability of\r\nall equipment assigned to region, to include CDS training aids and assigned\r\nvehicles. Manage the regionally assigned K-9 fleet, including preventive\r\nmaintenance, inspections, and mileage. Forms. Maintain office, supplies and\r\nfeed for the assigned region. Maintain assigned handlers’ administrative\r\nrequirements, progressive and disciplinary counseling and' evaluations.\r\nMaintain staff timesheets and personnel working files. Review staff payroll,\r\npersonnel working files, leave records are accurate and in compliance. Conduct\r\ninvestigations in comprehensive, timely and accurate manner. Compile, review,\r\nreport and maintain stats from all areas of the state disseminating to the\r\nproper locations. Assist with compilation and reporting of stats for the MFR.\r\nReport to DOC Headquarters and act in a staff capacity when needed. Handles\r\ndirect assignments and special projects as directed by the K-9 Commander in a\r\ntimely, thorough and accurate manner.\r\nSupervisory Responsibilities\r\nEnsure proper utilization of K9 teams within the regions\r\nthrough the proper chain of command. Maintain a direct liaison between the K9\r\nHeadquarters, Regional supervisors, all K-9 staff and handlers. Responsible for\r\nthe proper care and maintenance of the dogs at home kennels as well as ensuring\r\nthe institutional kennel facilities are maintained to standards. Develop\r\nhandlers work schedules, approve/disapprove leave requests. Plan, coordinate,\r\nand/or supervise training of staff. Coordinate K9 teams' deployment in tactical\r\nsituations or special missions. Ensure that all K9 handlers' reports and\r\ntraining forms are reviewed and accurate prior to being submitted.\r\n

MINIMUM QUALIFICATIONS

Education:�� High School diploma or high school equivalency�certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.\r\nExperience: Two years of experience supervising the work of Correctional Officers in the custody and security of adult inmates.\r\nNotes: \r\n1. The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209. \r\n2. Candidates may substitute additional education at an accredited college or university may be substituted at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.\r\n3. Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to Correctional Officer Lieutenant.\r\n4. Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer Lieutenant on a year-for-year basis for the required experience.\r\n

LIMITATIONS ON SELECTION

This position is limited to current Department of Public Safety & Correctional Services employees who are eligible within the K9 unit.\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n2. Employees in this classification may be required to operate large vans for transportation of inmates. Employees assigned these duties will be required to acquire a Class C Maryland driver's license. \r\n

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period, (Correctional Services Article, Section 8-209). Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following: \r\nU.S. Citizenship or Resident Alien status \r\nMust be at least 21 years of age \r\nA completed background investigation \r\nOral interview \r\nPhysical examination. \r\n2. Employees in this classification hired or reinstated on or after July 1, 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.\r\n3. Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached. \r\n4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs. \r\n
